CONTROL NUMBER VA-25-00060402
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics
Technology Acquisition Center 23 Christopher Way Eatontown, NJ 07724
2. Description of Action:
The proposed sole source action is for a firm-fixed price (FFP) contract for licenses of Materialise Mimics v26 and Magics v28.01 3D rendering and printing software.
3. Description of Supplies or Services:
The proposed action is for a Materialise Software Service Agreement to provide software licenses and software maintenance to include upgrades and technical support from the software manufacturer for Materialise Mimics version 26 and Magics version 28.01 software. The software supplier will also provide technical support as required.
The period of performance for this proposed action consists of a 12-month base period followed by four 12-month option periods. The total estimated value of the proposed action is , inclusive of all options.
4. Statutory Authority:
The statutory authority permitting other than full and open competition is 41 U.S.C.
3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Rationale Supporting Use of Authority Cited Above The Office of Advanced Manufacturing has been using the Materialise magics and mimics software for years, and as such, their utility and effectiveness has already been proven. These software packages interface with our HP, Trumpf, 3D Systems, and EOS machines. The HP machine is a binder jetting printer that uses a binder and powdered plastic to create the desired parts, the printer is currently set up with TPU material to make flexible parts for adaptive technology devices. The 3D systems and EOS printers are both powder printers that use laser sintering to melt the powder together, they are both set up to use nylon powder to make strong rigid parts in higher quantities. The Trumpf printer is also a laser sintering powder printer, however, it is for metal powder and is used to create complex medical parts when needed. Other similar software packages do not interface with all the machines listed. If new software is procured, the Government would need to purchase training to support its use in addition to requiring development support to make any potential solution compatible with

VA’s current infrastructure. Gaining proficiency with the new system could take over a year, after configuration, requiring significant time and resources. This transition would not only slow productivity but also delay service delivery to clinicians of high-quality medical models and assistive technology devices.
Materialise is the is the only company that offers the mimics software that provides tools for segmenting medical imaging to produce pre surgical models that is approved by the Food and Drug Administration (FDA) for specific medical cases and provides a diverse set of manual and automated tools for custom segmentations. Magics is the only software able to interface with all printers while providing latticing and part finishing operations. Without this capability VA would not be able to quickly move builds from the design software such as mimics to printers minimizing the capability to provide prompt and timely service to veterans in need.
6. Efforts to Obtain Competition:
Market research was conducted, details of which are in section 8 of this justification. This effort did not yield any additional sources that can meet the Government's requirements. However, the undersigned VA technical representative determined that extremely limited competition is available for brand name licenses, as well as software maintenance and support. In accordance with FAR 6.302- 1(c)(1)(ii)(c) and 5.102(a)(6) this justification shall be posted with the solicitation. Furthermore, the proposed action will be synopsized on the Governmentwide Point of Entry in accordance with FAR 5.201. The ordering activity will make publicly available the justification along with the solicitation in accordance with FAR 6.302-1(c). Any proposals that are received shall be evaluated.
7. Actions to Increase Competition:
The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed.
8. Market Research:
The Government technical experts conducted market research from April 1st, 2025, through May 8th, 2025, In addition to reviewing alternative solutions, they searched the internet and General Services Administration (GSA) Advantage for Materialise Magics and Materialise Mimics and got back no results authorized resellers. The only resellers identified were i3Intel LLC, and Trine Environmental Inc. As a result, the Government technical experts contacted Materialise who confirmed they are not authorized resellers for their mimics software. Materialise also confirmed that they only sell these solutions directly and provided a sole source letter.
Through the Government’s research the only other medical segmentation software for producing presurgical planning models found that is FDA approved is D2P from Geomagics and it does not offer the same level of custom segmentation tools that are offered within mimics nor does it offer the required latticing and part finishing operations capability. Prior to the initial purchase of the materialize solution both software packages were trialed by the Richmond VA Office of Advanced and Manufacturing (OAM) team and mimics was found to be more robust for producing custom medical segmentations, compatible with VA’s infrastructure and included mesh editing software tools. The Geomatics solution did not meet any of these requirements. As a result, Materialize is the only solution that meets all of VA’s requirements.

10. Technical/Requirements Certification
I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.
11. Fair and Reasonable Cost Determination I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on proposed prices from the Independent Government Cost Estimate (IGCE) and Market Research provided by the customer. Further price analysis will be conducted, and subsequent negotiations held as necessary.
Additionally, price discounts will be sought.
12. Contracting Officer Certification/Approval I certify that this justification is accurate and complete to the best of my knowledge and belief. This contract action exceeds the simplified acquisition threshold, but does not exceed $750,000, therefore, the certification required by FAR 6.304(a)(1) serves as the Contracting Officer’s approval.
