Based on the results of market research, acquisition history, internet searches, the SBA and the Sources Sought, it is determined that only one responsible source, Marathon Targets, Inc., can provide the support personnel, equipment, supplies, tools, materials, and other non-personal services necessary to provide the RHTT support in accordance with the PWS and capabilities needed.

7. Market Research: (FAR 6.303-2(b)(8)) The single known vendor for these services, Marathon Targets Inc., was contacted for more information on their capabilities, any current GSA or DLA contracts, authorized resellers, and commercial price lists. The vendor stated that they have previously performed this type of work through DLA as a subcontractor, and the majority of their current contracts that support SOCOM are executed via sole source direct awards for their target training support. A commercial price list was also provided by the vendor and used by the customer as a basis for their IGCE.

a. Environmental Conditions: Multiple companies provide RHTT's. Based on market research, only one vendor (Marathon Targets) is known to have the capabilities to meet the customer's requirement as stated in the PWS.

b. Commerciality Assessment: RHTT's are commercially available as an off the shelf item. Similar offerings are available, but less capable of effectively meeting the customer's requirement.

c. Performance Requirements: The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to provide RHTT support. In addition to PWS requirements, targets must: reliably emit a realistic thermal signature, provide hit/no hit/near-miss feedback for advanced marksmanship use, and be programmable for identical routes and on-the-spot reactions. These features facilitate more effective completion of Critical Task Lists (CTL's) within the Special Forces Sniper Course (SFSC) Program of Instruction (POI).

d. Government's Leverage: Market research shows that Marathon Targets, Inc. has previously been awarded sole source contracts by USSOCOM (H92240-17-D-0029), US Secret Service (70US09-23-C-7009-3222), and Department of Energy (892331-20-C-NA-000159). The Government has procured this type of support as a flat rate service to reduce the amount of equipment to be maintained by the Government, obtain minor improvements (tech refresh, software, battery, armor adjustments) at no additional cost, and reduce the manpower required to operate the robotic targets by leveraging the vendor's personnel.

e. Pricing Factors: Current pricing provided by Marathon Targets can be compared to previous Government contracts to help determine price reasonableness.
