About this file
This is a Justification and Authorization (J&A) document for other than full and open competition filed by the Department of Labor.
The Employment Benefits Security Administration (EBSA) is requesting a sole-source award to Washington Marriott Georgetown for onsite audio-visual equipment rental, A/V service support, and conference room rental for the EBSA Managers' Meeting scheduled for August 10-13, 2026. The contracting activity is Department of Labor OASAM/OSPE, and the customer agency is Department of Labor EBSA/OPPEM, both located at 200 Constitution Avenue NW, Washington, DC 20210. The justification cites RFO FAR 6.103-1 (only one responsible source) as the statutory authority for the sole-source procurement. EBSA conducted market research through a market research contractor, soliciting 22 hotels across the United States accessible to EBSA National and Regional office locations. Only four venues met the requirements for available dates and audio-visual capabilities; after analyzing overall hotel costs, employee travel, and per diem expenses, EBSA determined the Washington Marriott Georgetown represented the best value and least expensive option for holding the meeting in Washington, DC. The vendor will not allow other vendors to fulfill the government's needs. A notice will be publicized as required by RFO FAR subpart 5.2. No award will be made until the Contracting Officer determines that anticipated costs are fair and reasonable. The document includes technical and contracting officer certifications confirming the accuracy of the justification and that no conflict of interest exists in awarding the sole-source contract.
