About this file

This Single Source Justification document for a Simplified Acquisition details a contract for the 746 Test Squadron to purchase a new generator unit for the Large Test Vehicle (LTV). The existing LTV generator from 2005 is experiencing critical issues including intermittent failures, overheating, power fluctuations, and excessive noise, rendering it unreliable for test operations. Market research confirmed that only one vendor can provide a generator meeting the specific physical and functional requirements for seamless integration into the LTV, with unique configuration constraints that no other manufacturer can accommodate.

The document justifies a sole-source procurement based on the vendor being the only source capable of delivering a generator that fits the LTV's precise spatial and technical specifications without modifications. The estimated contract cost is redacted, but the acquisition involves extensive research across over 15 vehicle-mounted generator solutions. The Contracting Officer, Charles W. King, determined on 08-Aug-2025 that circumstances warrant a single-source procurement in accordance with FAR 13.106-1(b)(1), with the 746 Test Squadron (PZ Arnold) at OL Holloman as the contracting activity for the LTV Generator project.

Single Source Justification (Simplified Acquisition)

CONTROLLED UNCLASSIFIED INFORMATION

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 generator manufacturers and distributors, and leveraging technical knowledge of the existing system. Previous contracts, which were also sole-source, were reviewed. Over 15 vehicle-mounted generator solutions with varying capabilities were assessed.

While numerous base models were identified, no other vendor could guarantee delivery of a unit with the exact physical characteristics required for seamless integration into the LTV. This research indicated that the specific, pre-configured package needed for LTV integration is only offered by the vendor supplying the LTV manufacturers.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The market research that has been conducted by the 746 TS includes internet searches, reviewing historical acquisitions, discussions with Subject Matter Experts, and confirmation of proprietary ownership of product with the vendor. The 746 TS will continue to make efforts in continuing to monitor and conduct market research to evaluate new and existing products.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
