DMEA # 20-42

6/24/2020

Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652

SOW #20-0J2

Limited Source Brand Name Justification

1. Agency and Contracting Activity:

Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action:

Approval is being requested for a new Firm Fixed Price contract, using RDT&E to purchase (640)18-pin side-brazed ceramic packages (Kyocera KD-77032) and (640) combo lids (Kyocera

CL452715).

3. Description of Supplies/Services:

The contractor will provide DMEA with Kyocera parts to house the integrated circuit (IC) chip that was designed at DMEA. The anticipated dollar value of the brand name portion of this procurement is The total estimated cost of this requirement is

4. Authority Cited:

FAR 13.106-1(b)(1)(ii) Simplified Acquisition Procedures; 41 U.S.C. 1901. Contracting officers may solicit from a single source that provide a portion of a purchase where that portion of the purchase specifies a particular brand-name item.

5. Reason for Authority Cited:

DMEA’s Legacy Systems Sustainment Branch (MEAA) requested Kyocera made parts. Kyocera is a brand name peculiar to Kyocera Corporation. The requested items are used on DMEA IC chips for the Submersible Electronic Limit Switch (SELS) device on various classes of submarines. DMEA needs these specific packages and lids because they will physically fit into the device. The large device size that is placed into the package limits the options available.

Furthermore, when the device is placed into the cavity, the adhesive will seep out. The package cavity needs to be large enough to accommodate this seepage since the epoxy cannot be allowed to overflow outside the cavity.

If a different package with a different cavity size and combo lids are used the device may need to be re-qualified by the requesting organization. Qualification of devices can take over a year to perform. Hence, the acquisition of these exact packages and lids is essential to the Government’s requirement, thereby precluding consideration of a product manufactured by another company.

Since this is a re-order and the U.S. Navy has already qualified the original packaged part, DMEA needs the exact form-fit packages and lids.
