About this file
This is a Federal Supply Schedule Limited-Sources Justification for a contract modification seeking approval to extend services on an existing order.
The Centers for Medicare & Medicaid Services (CMS) is seeking to modify an existing General Services Administration (GSA) Multiple Award Schedule (MAS) order (GS-35F-080CA/75FCMC21F0012) with General Dynamics Information Technology Inc. (GDIT) to continue performance of the Durable Medical Equipment (DME) Claims Processing System. The modification is for computer software services supporting the DME Prosthetics, Orthotics, and Supplies (DMEPOS) claims processing system, including maintenance, developmental enhancements, sustainability, modernization efforts, and special projects. The current contract runs from February 1, 2025, through January 31, 2026, with a total period of performance from February 1, 2021, through January 31, 2026. The contract is a Time and Materials type. The justification seeks approval under FAR 52.217-8 to extend services on a sole-source basis as a logical follow-on to the existing competitive FSS order, bridging the gap between the current task order expiration and a new competitive task order beginning February 1, 2026. The justification notes that GDIT is currently the only contractor performing this mission-critical work and that market research was completed for the recompete effort in accordance with FAR 10 procedures, with CMS planning to recompete the requirement as a GSA MAS order using fair opportunity competitive procedures. The contractor is located in Falls Church, Virginia.
