About this file
This document is a Justification and Approval (J&A) for Use of Other Than Full and Open Competition for fiscal year 2025, prepared by the Naval Medical Research Unit San Antonio (NAMRU-SA). The document justifies a sole source contract award to KLS-Martin Limited Partnership for the SonicWeld Rx system, a unique medical device that meets specific government requirements: FDA approval, ability to hold broken facial bones in place, being resorbable by the body, and utilizing ultrasonic vibrations to adhere material to bone.
The total estimated contract value is $26,333.36 for a 12-month period. The procurement will include 19 individual sterile mesh pieces, 18 5-packs of sterile pins, 10 2-packs of sterile pins, 10 twist drills, 14 sterile battery packs, and 2 handpieces with cables. Market research was conducted between September and October 2024, during which five companies were contacted, but only KLS-Martin L.P. met all the specified requirements. The contract will support NAMRU-SA researchers in using the device as a predicate device for testing a novel product.
