About this file

This is a Justification for Other Than Full and Open Competition (J&A) document submitted by the U.S. Department of State for a contract ceiling increase.

The document requests approval to increase the ceiling of the Transforming Rwanda Medical Supply Chain (TRMS) Indefinite Delivery Indefinite Quantity (IDIQ) Contract #720-696-21-D-00001 from $89,000,000 to $96,000,000. The contract was originally awarded to Rwanda Medical Stores (RMS) on July 27, 2021, with an ordering period that expired July 27, 2025. No extension to the ordering period is requested; this J&A is solely for the ceiling increase. The justification invokes FAR 6.103-2 (unusual and compelling urgency) as the statutory authority for other than full and open competition. The ceiling increase is necessary to execute Task Order 9, a costed extension expiring September 30, 2026, which procures essential malaria commodities critical to lifesaving health programs and mission continuity. The IDIQ mechanism has consistently delivered USG-funded health commodities supporting HIV/AIDS and malaria programs in Rwanda while addressing supply chain inefficiencies.

The Contracting Officer has determined anticipated costs are fair and reasonable based on market research, historical pricing data, and the unique operational challenges of performing in Rwanda's remote environment. Market research confirms RMS is the only entity capable of delivering these services at the required scope and scale, as the private sector is fragmented and alternative suppliers lack relevant experience. The document was approved December 19, 2025, by the Secretary for Foreign Assistance, Humanitarian Affairs and Religious Freedom. Future procurements will explore alternative acquisition approaches once the Department of State consolidates institutional capacity and sufficient planning time is available. The document includes certifications from technical and requirements cognizance, legal sufficiency review, and contracting officer authorization.
