About this file
This is a Justification for Other Than Full and Open Competition (J&A) document dated December 15, 2025, issued by the Defense Logistics Agency (DLA) Energy for a sole-source contract award (Solicitation No. SP0604-26-Q-0402).
DLA Energy seeks to renew its five-year membership with the International Association for Stability, Handling, and Use of Liquid Fuels (IASH) covering the period January 1, 2026 through December 31, 2030. The contract structure includes a one-year base period (1/1/2026–12/31/2026) with four one-year options. DLA Energy will maintain Gold membership status at an estimated total value of $25,000.00, invoiced annually at $5,000 per year. The membership includes attendance at in-depth technical meetings and a designated seat on IASH's Steering Committee. DLA Energy justifies sole-source procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302-1(a)(2), asserting that IASH is the only responsible source capable of providing comprehensive technical information on fuel stability, handling, and use from refinery to end use and disposal. The contracting officer determined the proposed price fair and reasonable based on historical pricing from the previous contract (SPE604-21-P-9308) and analysis of vendor-provided non-certified pricing data. An intent-to-sole source notice was posted on sam.gov on November 21, 2025; no competing vendors responded. The document is approved by Contracting Officer Jeremy Vatter and funded under FY26 appropriations.

December 15, 2025 J&A Tracking Number: 26-0003
Justification for Other than Full and Open Competition
1. Summary/Introduction:
The Defense Logistics Agency (“DLA”) Energy, a component of the DLA, is the contracting activity. This action is for the purchase of a five-year membership renewal with the International Association for Stability, Handling, and Use of Liquid Fuels (IASH). The membership covers a 60-month period: 1/1/2026 to 12/31/2030. No other source is able to provide the comprehensive technical information provided by IASH. Therefore, IASH is the only source able to fulfill the requirement pursuant to 10 U.S.C. 2304(c)(1).
2. Nature and/or description of the action being approved (FAR 6.303-2(b)(2):
The action being approved will be a contract with IASH to provide DLA Energy with annual membership, attendance access at in-depth technical meetings and a seat on the Steering Committee. This action will use FY26 funding.
3. Description of supplies or services required to meet the agency’s need (including estimated value) (FAR 6.303-2(b)(3)):
DLA Energy has been a long time sustaining member with (IASH). The information gathered from these meetings helps provide better decision making for quality issues and allows DLA Energy insight on trending quality conditions worldwide. The contract will have a base year of 1/01/2026 – 12/31/2026 and four one-year options. The contractor will invoice yearly. The estimated dollar value for the membership is $25,000.00.
4. Identification of the statutory authority permitting other than full and opencompetition (FAR 6.303-2(b)(4)):
The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(l), as implemented by FAR Part 6.302-1 (a)(2): “Only one responsible source and no other supplies or services will satisfy agency requirements.” IASH is the only source that can provide the comprehensive meetings covering numerous quality issues worldwide and provide DLA Energy membership voting rights and a chair on the steering committee. Therefore, in accordance with 10 U.S.C. 2304(c)(1), IASH is the only source that can meet this specific agency requirement.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited (FAR 6.303-2(b)(5)):
IASH is the foremost international organization devoted to all aspects of stability, handling, and use of

(SP0604-26-Q-0402 IASH)
liquid fuels from refinery to end use and disposal. There are no other organizations that provide the same comprehensive and wide variety of liquid fuel type coverage. The technical meetings cover the entire spectrum of the fuels industry, including processing technologies, fuel properties and effects, analytical methods and effects of additives, microbiological identification and analysis, renewable fuels, and other topics. DLA Energy holds a chair on the Steering Committee and assists with the selection of topics, votes on students’ awards presented by outside donors, and assists with running meetings. The information sharing performed at the meetings directly assists DLA Energy in better decision making for quality issues with its customers. It gives DLA Energy insight into the latest technologies from a global perspective and allows DLA Energy to understand the latest quality issues seen worldwide, which can increase DLA Energy’s role with interoperability. Also, it helps DLA Energy understand where and how to move towards commercially available products that meet the needs of the military.
6. Description of the efforts made to ensure that offers are/were solicited from as many potential sources as is/was practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies (FAR 6.303- 2(b)(6)):
On November 21, 2025, DLA Energy-FEA posted an intent-to-sole source notice on sam.gov (SP0604-26-Q-0402); no other vendors responded to the notice resulting in no additional competition to meet this requirement. Therefore, IASH is the only source available to meet DLA Energy’s needs at this time.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable (FAR 6.303-2(b)(7)):
The contracting officer finds that the proposed price is fair and reasonable using the techniques in FAR 15.404-1. Pursuant to FAR 15-404-1(b)(2)(ii), the contracting officer may make a “[c]omparison of the proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items.” The contracting officer may also, pursuant to FAR 15.404-1(b)(2)(vii) make as “[a]nalysis of data other than certified cost or pricing data (as defined at 2.101) provided by the offeror.”
Previously, the contract was awarded as a single base contract with 4 option years under contract SPE604-21-P-9308. DLA Energy currently holds a Gold membership, which was priced at $5,000 annually and intends to continue membership at this level. The quote provided by the vendor maintains Gold membership at the continued cost of $5,000 annually from 2026 through 2030. Therefore, the Contracting Officer determines the price fair and reasonable when compared to historical prices paid and the other than certified pricing data.
8. Description of the market research conducted and the results or a statement of the reason market research was not conducted (FAR 6.303-2(b)(8)):
DLA Energy-FEA posted an intent-to-sole source notice on sam.gov, however, there were no expectations that the notice would yield any additional sources. Therefore, it has been determined that IASH is the only source available to meet DLA Energy’s needs at this time.
9. Any other facts supporting the use of other than full and open competition, such as (FAR 6.303-2(b)(9):

11. Actions that may be taken to remove or overcome barriers to competition before any subsequent acquisition for the supplies or services are required (FAR 6.303-2(b)(11)):
