About this file

This document is a Justification and Approval (J&A) for the use of other than full and open competition for High Voltage Electrical (HVE) services under Contract N62473-23-D-3601, Task Order N62473-24-F-4251. The Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) is awarding a 2-month bridge contract on a sole source basis to Eaton Corporation for these HVE services. The bridge contract will provide continuity of maintenance, repair, inspection, testing, and certification on various HVE systems at an estimated cost of $700,000. This action is necessary due to a delay in awarding the follow-on competitive solicitation N62473-24-R-0012, which is currently being procured. Eaton Corporation is the incumbent and the only source that can reasonably provide the required services without unacceptable delays.

Follow-on services were intended to be supported via the awards of solicitation N62473-24-R- 0012, which is current being procured. Unfortunately, award has been delayed

Due to the delay, A bridge contract is intended to prevent a gap in services, which would drastically affect the installations and their depend on HVE distribution.
