About this file
This Justification and Approval (J&A) document is for a modification to the Global Petroleum, Oil and Lubricant (GPOL) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Construction Contract (MACC) for the Naval Facilities Engineering and Expeditionary Warfare Center. The modification seeks to increase the maximum Not-To-Exceed (NTE) capacity and extend the performance period by 12 months (from 1 September 2025 to 28 February 2026) with a 6-month option period. The contract currently includes eight contractors (four small businesses and four large businesses) and covers inspection, testing, design, and construction services for petroleum-related facilities and equipment worldwide, including cleaning, inspecting, and repairing fuel storage tanks, pipelines, and associated infrastructure.
The modification is driven by rapidly depleting contract capacity due to pre-award protests, unplanned critical program requirements, and higher proposal prices. The Navy requires this extension to address urgent needs such as critical tank repairs at Diego Garcia, Pearl Harbor, and Naval Air Station Rota, Spain. The contract's primary funding source is Defense Working Capital Funds, and the modification includes a ceiling increase from $880M to $995M to support fiscal years 2025-2026 project requirements. The follow-on GPOL MACC is scheduled for award in the first quarter of FY26, with NAVFAC anticipating removing barriers to future competition through the new contract.
