About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the procurement of ChangeGear IT Service Management (ITSM) software maintenance and support services by the Defense Contract Management Agency (DCMA).
The key details are: DCMA requires ongoing maintenance, support, and upgrades for the ChangeGear ITSM software, including 200 concurrent licenses, 20 named licenses, Configuration Management Database (CMDB), Service Catalog, and 3 custom process modules. The total estimated contract value is $679,780 over a 3-year period from September 1, 2024 to August 31, 2027. The justification cites the existence of limited rights in the proprietary ChangeGear software data, which makes the services available from only one source, SunView Software Inc. DCMA plans to transition to a DISA hosted ticketing system in the future, but is continuing the ChangeGear support in the interim to maintain continuity of service. The pricing will be determined fair and reasonable based on analysis techniques such as comparison to previous purchases and an independent government estimate.

4. Authority Cited: 10 U.S.C. 3204, as implemented by FAR 6.302-1(b)(2), the existence of limited rights in data make the supplies and services available from only one source.
5. Reason for Authority Cited: DCMA owns and manages SunView ChangeGear products. SunView products are proprietary and require SunView maintenance support and upgrades to be purchased directly from SunView. The SunView ChangeGear software product contains the entire database of all DCMA Incident, Service, Change, and Configuration records. DISA was unable to transition DCMAIT Field Services before the end of the current contract due to COVID-19 related delays. Therefore, it is prudent to continue software support with the current vendor to ensure continuity of service. It is not advantageous to re-compete this product prior to the planned transition to DISA commodity service as the expense and operational disruption of transitioning to a new product would significantly outweigh any benefit to the government of re-competing this requirement.
6. Efforts to Obtain Competition: No software brand other than SunView ChangeGear can satisfy this requirement because SunView is the publisher of this software, and they hold and maintain the proprietary data rights to it. SunView certifies and authorizes itself to be the sole provider of the annual maintenance and support for DCMA and to perform professional services under its proprietary software.
7. Fair and Reasonable Cost Determination: Pricing will be determined fair and reasonable based on price analysis techniques identified in FAR 13.106-3(a)(2)(ii) comparison of the proposed price with prices found reasonable on previous purchases;
and (vi) comparison to an independent Government estimate.
8. Market Research Conducted: Market research was conducted with AbilityOne, DoD
ESI and NASA SEWP with no results. The version of ChangeGear software DCMA uses is not available from any other source other than SunView Software Inc. Sunview is the publisher of the ChangeGear software. They have provided a sole source letter attesting that ChangeGear software is a proprietary software system, and the software licenses are proprietary.
9. Other Supporting Facts: If maintenance is not renewed, significant risk would be accepted by the agency running software that could have known security vulnerabilities with no support mechanism for system failures. SunView is the owner and publisher of this software and its proprietary maintenance support.
DCMA is planning to transition to a DISA hosted ticketing system as part of the 4th Estate IT reforms. This effort was delayed due to COVID-19. Procuring a different ticketing system in the interim that provides the same capabilities of ChangeGear would require labor to design, build, test, migrate data, and train users. Therefore, it would not be advantageous to the government to incur the costs of implementing a new system at this time.
Page 5 of
10. Sources: The letter from SunView Software Inc., a small, disadvantaged business vendor of Tampa, Florida establishes that they are the only authorized source to sell the ChangeGear proprietary maintenance support for their suite of products.
11. Actions Taken to Remove Barriers: DCMA has a current baseline of ChangeGear software licenses that require support, and this software has been specifically integrated into the already established architecture. If SunView elects to surrender their legal ownership, copyright, and/or intellectual property software rights and move toward providing an open source solution for the product support being procured, then DCMA will seek a competitive acquisition approach. Regardless, the Government will continue to search the marketplace to determine if alternative software solutions exist. If similar requirements arise, every effort will be made to compete it to the maximum extent practicable.
Justification Approval
Based on the foregoing information, I hereby approve the procurement of the ChangeGear Software maintenance requirement on an other-than-full and open competition basis, pursuant to the authority of FAR 6.302-1(b)(2); if funds are available or will be available and that the services and products herein described have been authorized for acquisition.
