About this file

This is a Justification for Other Than Full and Open Competition (J&A) document for a brand name acquisition by UNICOR, Federal Prison Industries, under the Department of Justice.

UNICOR's Cumberland Sign Factory in Cumberland, Maryland is requesting to purchase York brand air conditioning components, specifically four (4) matched systems, to be compatible with existing York TM9E100C20MP12A 100,000 BTU, 21-inch cabinet, multi-position gas furnaces designed to support up to 2,000 CFM cooling capacity. The required components include York evaporator coils sized for the 21-inch cabinet, thermostatic expansion valves (TXV) appropriate for the refrigerant type and system capacity, and York condensing units certified as approved matches in the AHRI certification directory. The estimated contract value is $23,000. The justification cites FAR 6.302-1 (No Other Supplies or Services Will Satisfy Agency Requirements) as the authority for this single-source procurement. The contracting officer argues that mixing manufacturers or using non-approved combinations would result in reduced efficiency, improper operation, loss of manufacturer warranty coverage, and failure to meet AHRI-certified performance ratings.

Regarding competition, the document indicates that attempts will be made to purchase items from a GSA schedule, and if unsuccessful, a solicitation will be posted to SAM.gov. While the market survey acknowledged other AC units are available, the document states it is not in UNICOR's best interest to purchase a different brand due to compatibility and warranty concerns. Wesley Newell, Contracting Officer, certified the justification as accurate and complete on July 15, 2026. Field Requisition 1032061586 and Solicitation SV0220-26 are the associated procurement identifiers.
