About this file

This is a Justification for Single Source Awards document for a federal contract opportunity under the simplified acquisition threshold.

The Pittsburgh Veterans Affairs Medical Center, VISN 04, seeks corrective maintenance repairs for inoperable loading dock doors 5 and 6 at the University Drive Campus located at 4100 Allequippa Street, Pittsburgh, PA 15240. The estimated contract value is $6,041.61. The doors currently cannot fully close, creating documented security, safety, and environmental risks including pest intrusions into critical hospital areas and requiring additional staff monitoring. The contracting activity intends to award a single-source contract to Allied Materials Company (UEI: KDJXYR92YEG9) based on their proven experience with overhead door repairs on commercial loading docks, demonstrated responsiveness through timely quotes, technical competency, and past satisfactory performance on multiple doors at the same facility location. No market research was conducted due to the urgent and compelling nature of the requirement and its direct impact on veteran and staff safety. The justification cites that delays from publishing a competitive solicitation would pose significant risk to facility occupants. The Contracting Officer Edward Ferkel approved the purchase in accordance with FAR 6.302-2 (unusual and compelling urgency) and FAR 13.106-1(b), with a digital signature dated July 30, 2026. The document notes that future similar requirements under non-urgent conditions will be subject to competitive market research per FAR Part 10, and this action was exempt from synopsis requirements under FAR 5.101(b)(2).

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the Simplified Acquisition Threshold

Acquisition Plan Action ID: 36C244-26-AP-3980

1. Contracting Activity: Department of Veterans Affairs, VISN 04, Pittsburgh Veterans

Affairs Medical Center (VAPHS) University Drive, 4100 Allequippa St, Pittsburgh, PA 15240

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Pittsburgh VA Medical Center, University Drive Campus, has an urgent and compelling need for corrective maintenance repairs on loading dock doors 5 and 6. Both doors are currently inoperable and cannot fully close, creating significant security, safety, and environmental risks for staff, patients, and facility operations.

The inability to properly secure these doors has required additional manpower to monitor the area, as unmanned open doors pose a safety concern. In addition, inadequate closure of these doors has led to pest intrusions, including documented instances of insects entering critical hospital areas, resulting in increased health risks and diminished infection-control and preventative disease measures.

To restore operational integrity and ensure compliance with safety and environmental standards, immediate repair of loading dock doors 5 and 6 is required.

Estimated Amount: $6,041.61

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Allied Materials Company (UEI:

KDJXYR92YEG9), is uniquely positioned to perform this urgent repair due to their proven experience in furnishing and repair of overhead doors utilized on commercial loading docks;

and their confirmed ability to mobilize quickly to the Pittsburgh VA Medical Center at University Drive. Given the critical nature of the deficiencies previously identified, timely corrective action is essential for continued hospital operations. Allied Materials has demonstrated both responsiveness and technical competency through providing timely quotes and identifying corrections actions to repair the loading dock overhead doors.

Their past performance has been consistently satisfactory, having repaired multiple doors at the University Drive Medical Center location in the past. In light of the immediate need, the familiarity of medical facilities infrastructure, Allied Materials Company is the only source able to meet the required timeline and performance requirements for this repair.

4. Description of market research conducted and results or statement why it was not conducted: Market research was not conducted due to the urgent and compelling need of this requirement and its direct impact on the health and overall safety of the Veterans and staff. The immediate correction to repair the loading dock overhead doors is critical, and the delay in awarding by publishing a RFQ would pose a significant risk to facility occupants.

Revision: 02 Effective Date: 12/30/2025 Page 2 of 2 Acquisition ID#

Under these emergent circumstances, it was determined that proceeding without additional market research was both necessary and consistent with the authorities permitting limited competition during situations of unusual and compelling urgency, in accordance with FAR 6.302-2.

Should this requirement arise again under non-urgent conditions, the Contracting Officer will perform appropriate market research in compliance with FAR Part 10 and actively seek to promote competition to the maximum extent practicable. This action was not synopsized prior to award, as it meets the exception outlined in FAR 5.101(b)(2), which allows for bypassing synopsis requirements.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR

6.302-2 and FAR 13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
