About this file
This document is a Justification and Approval (J&A) for a sole source contract with the Center for Public Safety Excellence (CPSE), a 501(c)(3) nonprofit organization. The Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Atlantic seeks to award a 12-month contract for facilitating the Department of Defense (DoD) Fire & Emergency Services Accreditation Program. Services include providing agency status tracking for DoD fire departments, conducting training sessions, workshops, peer assessment activities, and maintaining an online repository for accreditation document development. Market research confirmed CPSE as the only contractor with the required technical capabilities, and a synopsis was posted on SAM.gov from 13-20 August 2025 with no responses received. The contract will be awarded using 10 U.S.C. 3204(a)(1) authority for sole source procurement, with NAVFAC Atlantic reserving the right to compete future requirements if another potential source emerges.
