About this file

This is a Justification for Other than Full and Open Competition (J&A) for a sole-source federal contract.

The Defense Logistics Agency (DLA) Strategic Materials, located in Fort Belvoir, Virginia, seeks to procure Services Subscriptions, Forecasts, and Consulting Data through a sole-source, Firm-Fixed-Price (FFP) contract with an estimated total contract value that is redacted. The contract will be awarded as a Request for Proposals under FAR Parts 12 and 15, with a 12-month base period followed by two optional 12-month periods. The required products include Base Metals and Minor Metals subscriptions (10 users), Ores & Alloys subscriptions (10 users), Scrap subscriptions (10 users), Industrial Minerals subscriptions (10 users), Base Metals and Ores & Alloys combined subscriptions (10 users), Battery Raw Materials subscriptions covering Minor Metals and Industrial Minerals (10 users), and Consulting Data for SMART Non-Ferrous Markets (10 users). DLA justifies the non-competitive action under 10 U.S.C. 3204(a)(1), citing that the proposed contractor is the only source capable of providing the required subscriptions, as the data is uniquely developed through direct industry contacts, certified price discovery methods, analyst research, and proprietary modeling techniques. Market research included discussions with the U.S. Geological Survey and identified that no third party is authorized to resell or distribute the contractor's data on behalf of DLA. The solicitation will be posted on SAM.gov for approximately one week. The Contracting Officer will determine the final price as fair and reasonable through comparison with an independent government cost estimate or other FAR-compliant methods.
