Justification and Approval for Other than Full and Open Competition – FAR Part 6

1. Contracting Activity: Mission and Installation Contracting Command (MICC) – Fort Leonard Wood (FLW)

2. Description of Action: Special Victims Capabilities Division (SVCD), United States Army Military Police School (USAMPS) requests a new firm-fixed-price new contract with Mrs. Tierney citing FY 23 Operations and Maintenance funds for the base year and FY24-27 Operations and Maintenance funds for each subsequent option year. The total estimated dollar value of this proposed action is $624,484.82.

3. Description of Supplies/Services: PSB-CY is a 5-day course on children who exhibit or are impacted by problematic sexual behavior. This training is designed to provide an introductory understanding of normative and problematic sexual behavior in children (age 12 and under), the origins of problematic sexual behavior, myths/misconceptions about the population, evidence-based assessment and treatment strategies for children who exhibit sexual behavior problems and how professionals can support children and families affected will be discussed.

PSB-CY lays the foundation for understanding PSB-CY, and the multidisciplinary team approach to addressing PSB-CY. The PSB-CY instructors combine trauma-informed care, evidence-based treatments, and the regulatory procedures for the multidisciplinary team response to PSB cases. Instructors facilitate practical exercises and case conceptualization which requires participants to review case scenarios involving children and families exhibiting and impacted by PSB. Instructors use branch, installation, and professional discipline distinctiveness to ensure participants are informed on civilian and military coordination with child protection and criminal justice professionals. The Multi-Disciplinary Team (MDT) curriculum consists of training collaboratively the following DOD professions: Department of Defense (DoD), Family Advocacy Program (FAP), Military Criminal Investigative Organizations (MCIO’s), New Parent Support Program (NPSP), Department of Defense Education Activity (DODEA) and Child Development Program (CDP), Military Family Life Consultant (MFLC) Staff Judge Advocate and Legal personnel, Behavioral Health personnel, Domestic Abuse Victim Advocate (DAVA) and Military School Liaison Officers (SLO). This course is taught as a residence course at Ft. Leonard Wood, MO. PSB-CY is in the process of TRADOC approval.

5. Reason for Authority Cited: Travis Peterson is a retired Police Officer and currently works as a defense expert interviewing children regarding allegations of physical and sexual abuse. Mr.

Mr. Peterson has been a consultant with the U.S. Army for almost a decade teaching in both the medical field as well as Law Enforcement courses. Mr. Petersons selection to help create the PSB-CY Course was due to both his experience in interviewing both Impacted and Exhibiting Children, as well as his experience working for both the Prosecutions Office and the Defense. Mr. Petersons time in helping create the FCI Protocol is unique as he provides a truly expert point of view in its evolution and use. Further, his time as a defense expert provides a perspective seldom seen by Law Enforcement.

Mr. Peterson was handpicked due to his expertise to be involved in the development of the Problematic Sexual Behavior of Children and Youth (PSB-CY) Multidisciplinary Team (MDT) Training Course for the Department of Defense (DoD). Since 2020, he has served as an instructor providing ongoing training to Family Advocacy social workers, law enforcement, Department of Defense Education Activity (DoDEA), and professionals from all military branches responding to incidents of PSB-CY.
