About this file

This Justification Review Document is for a sole-source contract with CRFS, Inc. for maintenance and support of the Cambridge Radio Frequency Systems (CRFS) Spectrum Monitoring System at the Dugway Proving Ground (DPG) West Desert Test Center (WDTC). The contract is a Firm Fixed-Price contract with a base period from 25 September 2025 through 24 September 2026 and three option periods through 24 September 2029. The system consists of 10 nodes permanently installed at 7 locations, capable of monitoring RF spectrum between 9 kHz to 18 GHz, with specialized time-difference-of-arrival and angle-of-arrival technologies.

The justification emphasizes that CRFS is the sole responsible source due to its proprietary technologies and exclusive rights to the system's software and firmware. Extensive market research through agencies like GSA Advantage, Computer Hardware, Enterprise Software, and others confirmed no alternative providers can match CRFS's capabilities. The contract is critical for WDTC's ability to conduct electromagnetic interference testing, assess electronic systems, and ensure the integrity of military testing environments. The Contracting Officer will publish notices as required by FAR 5.201, and the total estimated contract value covers maintenance, hardware/software license renewal, and annual in-person training.

Legal Counsel:

7. Efforts to Obtain Competition: The Dugway Proving Ground has consistently sought competition for the CRFS Spectrum Monitoring System maintenance requirement. For the past several requirements, a “sources sought” has been advertised on SAM.gov plus continued research via internet searches. Despite these efforts, only CRFS has consistently submitted responses, and performed demonstrating the technical capability to meet the system’s unique maintenance needs.

Historically, each CRFS requirement was awarded to CRFS as its system’s proprietary technologies, specifically the Time Difference of Arrival (TDOA), Angle of Arrival (AOA) direction-finding technologies and associated Mission Manager software is unmatched in its performance.

Historic solicitations have resulted in unsuccessful attempts to secure competitive proposals. This confirms that CRFS remains the sole responsible source currently capable of providing the necessary maintenance and support for the CRFS Spectrum Monitoring System.

The Contracting Officer will publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.

a. Subcontracting competition: There is no subcontracting plan required for this action because it does not meet the $750K requirement threshold.

8. Actions to Increase Competition: The previous justification identified the primary barrier to competition as the proprietary nature of the CRFS system, specifically the specialized expertise and diagnostic tools held exclusively by CRFS. The planned actions outlined in the previous justification to address this barrier were:

a. Market Research: Continued monitoring of the market for potential alternative providers with comparable capabilities.

b. Subsystem/ component breakout: Evaluation of the potential to break out specific maintenance tasks or components for competitive subcontracting.

Status of Previous Actions

a. Market research: Ongoing market research (documented in PCF cabinet

W911S6-24-P-0030, SAPAAM) has consistently confirmed that no other vendors currently possess the required expertise and proprietary tools to effectively maintain the CRFS system.

b. Subsystem/ component breakout: There is an opportunity for subcontracting or subsystem for this requirement due to a significant portion of the maintenance tasks remain inextricably linked to CRFS’s proprietary technologies and cannot be effectively broken out for competitive bidding.

Actions for Future Competition
