About this file

This document is a Federal Acquisition Regulation (FAR) Part 13 Soliciting from a Single Source Justification for the United States Marshals Service (USMS). The procurement seeks towing, storage, maintenance, and disposal services for seized and/or forfeited vehicles in the Districts of Florida and the Virgin Islands for a twelve-month period from December 13, 2025 to December 12, 2026. The contract will cover various vehicle types including cars, trucks, vans, motorcycles, and specialty vehicles like all-terrain vehicles and jet skis.

The document justifies sole-source procurement from RBEX Inc. with a contract ceiling of $499,999.99. The rationale includes the incumbent's existing infrastructure, capability to immediately respond to law enforcement agencies, and expertise in processing seized assets. The Procurement Unit indicates they were unable to conduct a follow-on acquisition within the available timeline, and RBEX Inc. is deemed the only source capable of providing the required services without unacceptable delay or interruption. The procurement is authorized under FAR 13.106-1(b) and will be competitively re-solicited by the 4th quarter of 2026.

Text version

Applicable to procurements exceeding the Micro-purchase threshold but less than or equal to the Simplified Acquisition Threshold as authorized by FAR 13.106-1(b).

FAR Part 13 – Soliciting from a Single Source for Towing, Storage, Maintenance and Disposal of Seized and/or

Forfeited Vehicles – purchase order for the execution of the above stated services is ending on , 2025, and due to competing requirements and the Procurement Unit has been unable to conduct a follow-on acquisition . The current contractor RBEX Inc. successfully provides the ongoing services and has an existing infrastructure and organizational plan established to process this asset type. The incumbent has the capability to be at relocation sites with law enforcement agencies at time of seizure or post investigative custody to move the required motor vehicle to its existing storage facility. The incumbent has the industry knowledge to provide these services to the USMS, along with superior service. In addition, the vendor can provide all services and supplies immediately as it has an existing footprint and can mobilize immediately, as needed. This ability is invaluable from a law enforcement, governmental, and logistical perspective. This ability allows the USMS to act nimbly in any given situation and provide seamless services to the United States Government.

As previously stated, the incumbent is the only source that can provide the required services on an ongoing basis without unacceptable delay and interruption, which would otherwise result in significant adverse impact to the agency’s mission.

Therefore, the Government minimum needs can only be satisfied by RBEX Inc. until the re-competition effort gets underway for the new award to be released by QTR 2026.

I hereby certify that the anticipated price to the Government for this action will be determine fair and reasonable using the methods listed in FAR 13.106-3(a)(2) via market research, via comparison of the proposed price with prices found reasonable on previous purchases, and via comparison to an Independent Government Cost Estimate.
