About this file
This is a Justification and Authorization (J&A) enclosure for a sole source procurement supporting emergency repair and maintenance work on the USNS JOSHUA HUMPHREYS. The work item WI 0583 CCO-009 requires OEM technical support for the vessel's main engines, automation systems, and electrical systems during dock trials at Alabama Shipyard following overhaul completion. The technical support is essential to facilitate propulsion plant start-up and testing, troubleshooting, and regulatory compliance restoration. The procurement is limited to the current contractor already mobilized at the Alabama Shipyard facility due to the infeasibility of obtaining OEM support on short notice and the impracticality of awarding work to another contractor within the scheduled availability window, which would result in duplicative mobilization costs, additional schedule delays, and potential degradation to fleet readiness.
The justification cites statutory authority for the sole source award to the incumbent contractor whose industrial workforce, facilities, and material support infrastructure are already in place to support the vessel during the critical dock trial phase. The related solicitation (N3220526C1206P00013) for the USNS JOSHUA HUMPHREYS FY26 Maintenance and Availability was issued by the Department of the Navy Military Sealift Command, with a contract award (N3220526C1206) made on July 21, 2026. No specific pricing terms, performance dates, or set-asides are detailed in the enclosure provided.

| WI | Description |
0583 CCO-009 Dock Trial OEM Technical Support OEM technical support for the main engines, automation systems, and electrical systems is required during dock trials to support propulsion plant start-up and testing following overhaul completion. Historical precedent has shown that obtaining OEM technical support on short notice can be difficult and may delay testing and completion of shipyard availabilities. Ensuring OEM presence will facilitate troubleshooting and reduce the risk of schedule delays.
Completion of the above emergent work items during the current availability is necessary to maintain regulatory compliance, restore critical shipboard systems, and ensure the vessel can safely return to operational service in support of fleet requirements. Due to the vessel being in overhaul with Alabama Shipyard, the contractor’s existing industrial workforce, facilities, and material support infrastructure are already mobilized to perform the required work. Awarding these efforts to another contractor would require duplicative mobilization and access to the vessel that is not feasible within the scheduled availability window. Accordingly, limiting the procurement to the current contractor is necessary to avoid unacceptable schedule delays, increased costs, and potential degradation to fleet readiness, thereby justifying use of the cited statutory authority
