About this file
This is a Department of the Air Force Justification for Other Than Full and Open Competition (J&A) document for a contract acquisition under $10M. The contracting activity is Air Combat Command (ACC), 23 CONS, with SSgt Tahj Fuller serving as the Contracting Officer and Jessica O'steen/Joseph Miley as Technical and Requirements Personnel. The justification was executed on March 19, 2026.
The acquisition seeks to procure POLARIS vehicle parts for the 820th Combat Operations Squadron's MRZR vehicles to ensure safety, reliability, and long-term sustainment. The contract will be awarded as a new Firm-Fixed price agreement. The statutory authority for other than full and open competition is 10 U.S.C. 3204(a)(1), citing only one responsible source with no other supplies or services satisfying agency requirements. The rationale asserts that MRZR vehicles are only compatible with POLARIS components, as competing manufacturers' parts are incompatible or fail to meet quality and durability tests for sustained military use. Market research efforts included a sources sought posting on GSA that yielded only one vendor response; however, subsequent telephone outreach identified at least five vendors capable of meeting the requirement. The Contracting Officer is responsible for determining fair and reasonable pricing in accordance with FAR Subpart 15.4. Future actions to overcome competition barriers include continued market research to identify additional sources and removal of brand-name restrictions whenever technically feasible.
