About this file
This document is a Justification and Approval (J&A) for a sole-source contract with the National Charrette Institute (NCI) of Michigan State University. NAVFAC Atlantic seeks to award a firm-fixed-price contract for specialized training on project planning charrettes for up to 40 staff across multiple Naval Facilities Engineering Systems Commands (FECs) in CONUS and OCONUS locations. The 12-month contract will run from 9/24/2025 to 9/23/2026, with NCI customizing its Complete Charrette System training materials, updating NAVFAC's Planning Charrette Handbook, developing case studies, providing a 3-day training course, and offering technical consultation.
The sole-source justification is based on NCI being the only known entity providing training that meets specific de facto industry standards, including International Association for Public Participation core values, Form-Based Codes Institute practices, and professional planner/architect standards. Market research, including a synopsis posted on SAM.gov and targeted searches, found no alternative providers. NAVFAC aims to address significant project scope and cost changes by training personnel in comprehensive charrette facilitation techniques, with the ultimate goal of improving project planning and reducing risks in military construction projects.

IN REPLY REFER TO:

JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity:
Department of the Navy, Naval Facilities Engineering Systems Command (NAVFAC) Atlantic, Norfolk, Virginia.
2. Description of the Action Being Approved:
Award a sole source contract to the National Charrette Institute (NCI) of Michigan State University to provide personnel training on the most effective way to facilitate project planning charrette meetings with contractors and government personnel.
3. Description of Supplies/Services:
Project Planning Charrettes are collaborative, intense training workshops where diverse stakeholders come together to learn how to create a shared vision or detailed plan for a project. These multi-day events facilitate open dialogue, creative problem-solving, and rapid decision-making, helping to resolve conflicts and build consensus to generate feasible, actionable solutions.
The National Charrette Institute (NCI) will customize its NCI Complete Charrette System training materials to support NAVFAC personnel; update the NAVFAC Planning Charrette Handbook; prepare training manuals; develop case studies; provide a 3-day training course, and provide in-person technical consultation at actual DD1391 MILCON Planning Charrette meetings. The training will include a range of hands-on exercises based on real project case studies completed in small groups for maximum participation and applicability. These exercises put participants in the roles of various stakeholders and project managers to create project guiding principles, objectives and performance measures, charrette products, a stakeholder analysis, project roadmap, charrette schedule, and estimated budget customized for NAVFAC case studies. To support effective implementation of this charrette strategy, NAVFAC requires the National Charrette Institute (NCI) to provide training for up to 40 staff at the following Naval Facilities Engineering Systems Commands (FECs):
CONUS (Continental United States)
FEC Northwest, Everett, Washington FEC Southwest, San Diego, California FEC Hawaii / Pacific (PAC) offices: Honolulu, Hawaii FEC Southeast: Jacksonville, Florida FEC Mid-Atlantic / Atlantic (LANT) offices: Norfolk, VA FEC Washington: Washington Navy Yard, District of Columbia
OCONUS (Outside of the Continental United States):
FEC Far East: Yokosuka, Japan FEC EURAFCENT: Naples, Italy
The contract will be a Firm-Fixed Price contract with a 12-month period of performance of 9/24/2025 to 9/23/2026. The total contract value is
4. Statutory Authority Permitting Other Than Full and Open Competition:
The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale to Justify Use of Cited Statutory Authority:
Due to significant changes in project scope and cost during project development on multiple small and large-scale projects, NAVFAC Headquarters now requires all future projects to conduct planning charettes early in project development processes. NAVFAC LANT personnel are currently not familiar with how to conduct planning charettes. Planning charrettes must be conducted by a trained planner that brings all required stakeholders, planners, designers, and engineers together to develop and confirm project scope prior to design and construction initiation. Currently, no planning charette training is available within NAVFAC, so use of an outside trainer is required. NAVFAC LANT requires Planning Charette training that incorporates International Association for Public Participation core values, Form-Based Codes Institute and Congress for New Urbanism best practices, and professional planner and architect standards.
These training elements are required because they define the minimum competencies government employees must possess to conduct planning charettes that will effectively limit changes in project scope and cost during project development. These minimum competencies are the de facto industry standard because agencies, firms and professional organizations treat it as the benchmark in absence of an actual certified industry standard. Use of these de facto standards will give government employees a common understanding with industry on how planning charettes should be conducted and form a foundation for equal expectations and goals. If the government uses training that contains content other than the de facto industry standards, then there is substantial risk government personnel will use processes contractors are not familiar with, and possess different expectations and goals. These differences would greatly increase risk to military construction projects. The National Charrette Institute at Michigan State University is the only known entity that provides training that encompasses all the elements forming the de facto industry standard. Therefore, a sole-source award is justified.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable:
Market research was conducted in accordance with FAR part 10 to identify sources capable of meeting the agency’s need for acquiring charette training in support of planning, design and construction.
Specifically, a synopsis was posted to the Government Point of Entry (GPE), SAM.gov, on 22 April 2025, under NAICS Code 611430, Professional Management Development Training. The synopsis response due date was 10 May 2025. Zero responses were received. Additional market research was conducted by searching professional planning resources such as the American Planning Association’s website (Planning.org), Planetizen.com, and targeted Google searches to identify entities that provide training certified as meeting de facto industry standards described in paragraph 5. The only entity identified was the National Charette Institute located at Michigan State University. National Charette Institute is a large business. In accordance with FAR 6.305(a), the J&A will be posted within 14 days after the execution of the contract.
7. Determination of Fair and Reasonable Cost:
An Independent Government Estimate (IGE) was provided by the COR specifying the estimated cost of both the CONUS and OCONUS training. The Contracting Officer has determined the anticipated cost to the Government of the training covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition:
As stated above, the National Charrette Institute is a unique program, providing proven techniques for meeting facilitation in support of planning, design and construction and is not provided by any other known organizations. NAVFAC Atlantic will continue to conduct market research prior to awarding future requirements for this contract to determine whether another source is available. If another potential source emerges, NAVFAC Atlantic will compete the requirement.
