1. Contracting Activity: Department of Veterans Affairs, VISN 19, Network Contracting Office 19, 6162

South Willow Drive, Greenwood Village, CO 80111.

Organizational Activity: Eastern Colorado Healthcare System (ECHCS), 1700 North Wheeling Street, Aurora CO, VISN: 19; Station: 554.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The VA is in need of a firm-fixed price contract for the maintenance, repair, and support of the Centrak Patient Elopement system currently employed at the Rocky Mountain Regional VAMC. The requirement is for the on-site support service, preventative maintenance, inspections, and software upgrades of the equipment. All parts, labor, and related expenses shall be included.

The estimated cost of the same brand and full functioning system is base Plus 4 Years.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Centrak is the only manufacturer capable of providing the required service and maintenance to the Centrak Patient Elopement system. Any parts or pieces of equipment that are required for the units must be supplied by the Original Equipment Manufacturer (OEM), Centrak. The equipment cannot be serviced with components from other manufacturers due to Food and Drug Administration (FDA) clearance and compliance. The service staff working on the units must also be certified and trained by the OEM, Centrak. All software associated with the system are also proprietary to the OEM, Centrak. The software upgrades must be provided by Centrak, as the FDA clearance holders for the equipment. Centrak does not have any authorized third party firms for repair and maintenance services.

Another brand name/vendor solution cannot provide seamless connectivity to already inplace Centrak System and suveillence of the most volunerable aging population. Additionally, a new systems will not be fiscally responsible. A replacement of the a new patient elopement system is estimated to cost an additional in labor/install of door controllers, elevator controllers, keypads, system integrations, alarms, etc. Due to the added costs of a brand new systems, and Centrak’s proprietary system needs, it is hereby determined that it is within the bests interests of the government to go brand name for maintenance, repair and support for the current Centrak system already established.
