About this file
This document is a Justification for Other Than Full and Open Competition for the Defense Logistics Agency (DLA). The document details a contract modification to integrate a Child Development Center (CDC) and Fitness Center Closed-Circuit Television (CCTV) software Milestone into the existing Electronic Security Systems (ESS) Maintenance Contract (SP4703-22-C-0010). The modification aims to address cybersecurity, system management, and contract labor complications by migrating the CCTV system to the DLA domain infrastructure.
Key details include the requirement to modify the current contract to incorporate CCTV software integration, with the modification expected to save significant costs compared to creating a dedicated contract. The sole source award to the incumbent is deemed necessary to efficiently replace software, minimize security risks, and prevent potential system access loss. The modification will be made on a firm fixed price basis, leveraging the current vendor's pricing, and is considered time-sensitive to maintain the functional operations and support of the current system.

of DM, DLA Information Operations Enterprise Capabilities Portfolio (J62B) executes program and technology management responsibility for ESS. ESS encompasses Intrusion Detection Systems (IDS), Access Control Systems (ACS), Closed Circuit Television (CCTV) systems, Electronic Key Control (EKC) Systems, intercoms and other alert type systems for DLA facilities, personnel, and property resources, providing Enterprise-wide policy, program, and worldwide operational support for DLA’s Integrated Electronic Security System (ESS).
The addition of the existing CCTV is required as there is no current Maintenance and sustainment contract for those systems. When the cameras are moved to Milestone later it would allow the contractor to easily maintain the system remotely and Installation Management Program Managers to manage the systems. By not residing on the DLA domain, the existing system configuration creates numerous Cyber Security, system management, and contract labor complications which could cause the system to ultimately fail. The CCTV system can be added to the DLA domain infrastructure, the Cyber Security, system management, and contract labor support complications will be reduced and/or eliminated outright. The new DLA network configured server HW would also allow the contractor to have the capability to respond to requests for assistance more rapidly and efficiently.
By utilizing the current ESS Maintenance Contract (SP4703-22-C-0010) for the CCTV system HW lifecycle replacement and SW migration, DLA will save at least by avoiding duplicative DOD Cyber Security language and personnel security requirements required if a dedicated contract were to be utilized for this effort. The expected contract modification cost to the existing ESS maintenance contract is estimated at , while the estimated cost of a dedicated contract for the same effort would be roughly 421% more expensive (approximately ). Another benefit of leveraging the current maintenance contract for this work as opposed to a new, dedicated contract is the prevention of potential delays, disputes, and issues stemming from the coordination and cooperation requirements between a new vendor and the existing maintenance vendor.
Failure to execute this planned CCTV migration will cause the organization to lose access to the system if they are not properly maintained. Once the system is ready, existing CCTV system cameras could be migrated in a planned and controlled manner which allows the organization to maintain the stored video feeds IAW DoD and DLA policy. The delays incurred from a new dedicated contract/vendor being utilized instead of an existing contract modification would certainly exceed twelve (12) months at a minimum to navigate the agency’s planning, approval, and solicitation processes. A delay of this length would seriously jeopardize the functional operations and support of the current system.
A sole source award to the incumbent is necessary to allow replacement of software efficiently and effectively in a timely manner. It is in the best interest of the government to issue the modification for increase in scope under the current contract to complete the work and minimize security risk.
