About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for the Department of Veterans Affairs (VA) St. Louis Health Care System to procure Vlogic Software-as-a-Service. The document justifies a 12-month firm fixed price contract with four 12-month option periods for building records and file management services.
The justification explains that Vlogic is the incumbent provider of SaaS used to maintain facility floorplans, space management, and as-built drawings. The VA conducted market research through an RFI on October 10, 2024, receiving responses from five companies (ECC Solutions, CW3RET Enterprise LLC, The Building People, Kenney Business Solutions, and ASYNCROB), but determined none could meet requirements or access existing Vlogic drawings. Switching vendors would cost approximately $40,000 and require re-verification of all building floorplans, which previously cost $33,000. The document cites 41 U.S.C. 3304(a)(1) and FAR 6.302-1 as the authority for sole source procurement, with the contract value being below $750,000 but above the simplified acquisition threshold.

8. Market Research:
An RFI was issued on October 10, 2024 to SAM.gov. VA reviewed the responses received from this RFI which included ECC Solutions, CW3RET Enterprise LLC, the Building People, Kenney Business Solutions, Inc, and ASYNCROB. Upon VA review of these responses it was determined that none of the respondents met the requirements of the VA nor could any of the respondents provide access to the previously built drawings within Vlogic. Therefore, the only offeror that could meet VA requirements is Vlogic Systems.
