About this file
This document is a Justification and Approval (J&A) for a contract extension for Architect-Engineer (A-E) Services by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC). The contract (N39430-20-D-2204) with Hanson Professional Services Inc. is being extended for 6 months from 01 September 2025 to 28 February 2026, with an additional 6-month option period through 31 August 2026. The extension is critical to maintain continuity of services for specialized inspection and evaluation work for Navy and Marine Corps facilities worldwide, including hangar inspections, tower inspections, and related engineering services.
The contract covers field inspections of structures, seismic evaluations, mechanical/electrical/plumbing systems, building envelope, roofing systems, and specialty door systems. Anticipated projects include a $3.7M CNIC FY26 Hangar Inspection Task Order, a $2.5M USMC FY26 Hangar Inspection Task Order, and a $1.0M CNIC/USMC FY26 HRST Tower Inspection Task Order. The total estimated value is $7.2M, which remains within the contract's $10M ceiling. The extension is being pursued under 10 U.S.C. 3204(a)(1) to avoid a gap in critical inspection and maintenance capabilities that could negatively impact military operational readiness.

IN REPLY REFER TO:
JA-25-0019
JUSTIFICATION AND APPROVAL
FOR CONTRACT EXTENSION OF A&E CONTRACT
1. Contracting Activity.
The requiring activity is Naval Facilities Engineering and Expeditionary Warfare Center
(NAVFAC EXWC), Port Hueneme, CA. The contracting activity is Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) Acquisition Operations Team (CON77).
2. Description of the Action Being Approved.
This Justification and Approval (J&A) is to extend the period of contract N39430-20-D-2204 for
6-months from 01 September 2025 to 28 February 2026 with an additional 6-month option period from 01 March 2026 to 31 August 2026 using the authority of other than full and open competition for Architect-Engineer Services for Specialized Antennas, Towers, Communications and Hangar Facilities Worldwide:
N39430-20-D-2204 Hanson Professional Services Inc.
The subject A-E contract was awarded 01 September 2020 and the ordering period ends on 31
August 2025. This extension is critical to ensure uninterrupted operations and avoid a gap in services while the new competitive contract is awarded.
In accordance with the Navy Marine Corps Acquisition Regulation Supplement (NMCARS)
5206.303-1, an approved Request for Bridge Contract (signed on XX 2025) is provided with this
J&A.
3. Description of Supplies/Services.

Hangar Facilities contract is a Single Award, Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ), awarded to Hanson Professional Services Inc. This contract has a base ordering period of 60 months from 01 September 2020 to 31 August 2025. The Scope of A-
E services are to inspect, repair, modify, upgrade, or build support equipment and facilities at one or more Navy or Marine Corps facilities worldwide. Estimated Dollar Value
Funds Type FY25/26 Total
OMN $7,200,000
4. Statutory Authority Permitting Other Than Full and Open Competition.
The statutory authority permitting other than full and open competition is 10 U.S.C.
3204(a)(1), as implemented by FAR 6.302-1, when the supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other types of suppliers or services will satisfy agency requirements, full and open competition need not be provided for.
5. Rationale Justifying Use of Cited Statutory Authority.
On 01 September 2025, NAVFAC EXWC will no longer have a vehicle to support emergent requirements in support of the effected Hangar Inspection Program (HIP) and Helicopter Rope
Suspension Towers (HRST) Inspection Programs as the award of the follow-on contract is not anticipated until February 2026, which represents approximately a six-month gap between the end of the current contract and the award of the follow-on contract for related services. In addition, NAVFAC EXWC does not have in-house resources to perform the required work or specialized expertise necessary to satisfy requirements currently met in the current contract.
This J&A supports the U.S. Navy and USMC projects that must be accomplished within the timeframes to avoid program inspection gaps and increased risk of facility failures, the resultant lack of aircraft maintenance capabilities and impact to aircraft operational tasking, and training requirements and communication activities to a wide variety of operational units. To mitigate these mission risks, facilities require timely, focused and tailored inspections to provide predictive analysis that are performed by highly specialized engineering services. A delay in awarding these projects would negatively impact on the fleets’ warfighter readiness and missions capabilities. Some of these impacts would be disruptive to the HIP requirements and introduce significant cost and schedule impacts throughout the program.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
This A-E Contract was competitively procured through the slate-selection of Architects and
Engineers statute (formerly known as The Brooks Act). As such, the contractor is the only source capable of providing the required services within the timeframes required without a break or delay in service, no other offers for this proposed additional tasking have been solicited.
However, recent market research has shown that there will be competition for the follow-on contract, and there are other businesses that will be interested in this requirement. Additionally, NAVFAC EXWC evaluated existing contract vehicles in an effort to determine the viability of their use for the required services with no existing viable vehicle.
The proposed contract action was not synopsized on the SAM website since this time increase is under the terms of an existing contract that was previously synopsized in sufficient detail. In accordance with FAR 6.305, the approved J&A will be posted on SAM.GOV within fourteen
(14) days after award of the contract modification.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer will determine that cost to the Government of the services covered by this Justification will be fair and reasonable in accordance with FAR Part 36.606 and FAR Part
15 for negotiations.
8. Actions to Remove Barriers to Future Competition.
A competitive follow-on contract is in process and is anticipated to be awarded by February
2026. The follow-on will be a Single Award, Indefinite Delivery, Indefinite Quantity contract.
