5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
This contract requires inspection, preventative maintenance (PM), and repair of the fire alarm and suppression systems of the Honey Well/Gamewell fire alarm system and devices currently installed at the Medical Center as defined by NFPA 72.
The existing fire system is an addressable Honeywell/Gamewell FCI E3 Multi Ring Networked Voice Evacuation fire alarm system. This is an integrated fire alarm system made up of a series of fire detectors smoke detectors, duct detectors, sprinkler supervisory switches, electromagnetic door holders, manual fire alarm stations, water flow and pressure switches, speakers, strobes and a voice annunciation system that are all connected back to a central control panel which monitors the entire system. Each device has an address or location, enabling the exact detector that was triggered to be quickly identified. The system programming is established to monitor and suppress fire emergencies. The system locates and activates fire suppression or fire sprinkler systems, fire starts, a smoke detector, heat detector, hand-activated pull switch, or manual call point sends a signal to a fire panel. Fire sprinkler systems equipped with a flow switch or alarm pressure switch devices are designed to detect sprinkler activation and can also transmit a signal to the panel when water begins to flow through an activated sprinkler system
Each device within the system ties into and communicates with the existing Honeywell/Gamewell Fire Alarm System. Each device in the system, whether it’s a smoke detector or supervisory switch, constantly communicates with the front end of the fire alarm system. This allows the system to monitor every device, so that it can receive alarms as well as detect failures of the device. The software allows for a graphics package, which displays the floor plans of the entire facility depicting every fire alarm device. This allows for fast response in any alarm situation, as the system can tell Fire Fighters and VA Safety Officer the exact location of the device in alarm.
Utilizing alternative manufactures, software and non-certified technicians to integrate the system or make repairs to the existing Honeywell/Gamewell system will void the warranty and the UL Listing of the fire alarm system and will prohibit the system from communicating with the existing Honeywell Gamewell front end system currently installed in the medical center. A UL Listed Fire Alarm System is a Life Safety Code requirement. Maintaining the warranty and UL Listing of the Fire Alarm System is critical and cannot be jeopardized as that impacts life safety for the medical center.
This is a brand name requirement for Honeywell/ Gamewell FCI Fire Alarm system services and parts for those elements of the fire system already installed through the campus that are Honeywell/Gamewell or must communicate with the Honeywell/Gamewell front end system. Non-

certified Honeywell/ Gamewell FCI Fire Alarm system technicians do not have the authority or technical competence to provide these services as access to the proprietary software that maintains the electronic addressable fire protection and monitoring devices is required to eliminate any harm or damage to the existing system.
Introducing a new fire system to eliminate any restrictions to competition would be cost prohibitive and involve replacing the entire system at an estimated cost of upwards of six million dollars. In the past services provided by non-certified technicians or using non-Honeywell/Gamewell manufactured parts have damaged the current fire alarm resulting in failures and required repairs that, to-date, total approximately .
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
