Summary

This Justification and Approval (J&A) document supports a sole-source, Firm Fixed Price contract award to Albireo Energy for Building Automation System (BAS) maintenance and support services at the J. Edgar Hoover FBI Building in Washington, DC. The contract will run for one base year (August 1, 2026 – July 31, 2027) plus four optional one-year periods through July 31, 2031, for a total performance period of five years. Albireo Energy, the sole authorized Alerton service provider in the Washington DC area, will provide comprehensive maintenance including parts, labor, 24/7 technical support, emergency onsite response, software maintenance, data protection, preventive maintenance, repair, hardware replacement, network maintenance, system performance updates, and operator training. The proprietary nature of the Alerton Building Automation System, which uses specialized software and diagnostic tools available exclusively from Alerton and its authorized providers, justifies the sole-source acquisition under 41 U.S.C. 3304(a)(x).

The justification document confirms that market research conducted on May 13, 2026 identified no alternative vendors capable of meeting requirements, as companies supporting Alerton systems could not cross assigned territory lines to conduct business in the FBI's region. An additional security requirement mandates that the service provider possess Top Secret clearance and DD-254 documentation to access FBI information technology systems. The Contracting Officer will validate fair and reasonable pricing using historical data, escalation factors, and current market research. The document notes that although Albireo Energy is no longer on the GSA schedule, pricing for parts and labor is significantly discounted for the five-year agreement and comparable to GSA Federal Supply Schedule rates. The FBI commits to evaluating future system replacement opportunities to enable full and open competition in subsequent procurements.
