About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a sole source award to CDM International, Inc. The document seeks to extend the period of performance, increase the total estimated cost, and expand the statement of work for contract 72027822C00006 related to the Aqaba Amman Water Desalination and Conveyance Project (AAWDCP) in Jordan. The modification will add tasks to the statement of work, increase the total estimated cost of CLIN 0001 by $34 million (from $19,456,643 to $53,456,643), and extend the period of performance by five years, from December 31, 2025 to December 31, 2030.
The project is a $6 billion infrastructure initiative critical to Jordan's water security, aimed at providing 40% of the country's drinking water needs. CDM will continue to support the Government of Jordan by overseeing the project during construction, providing engineering, legal, contracting, and financial expertise. The sole source justification is based on CDM's specialized knowledge of the project, established trust with the government, and the potential risks of delays or introducing a new contractor. The U.S. government has pledged $1.3 billion in total funding ($300 million from USAID/DOS and $1 billion from project finance) to leverage approximately $4 billion from international community investors.
