b. Subcontracting Competition: This company is a small business;
therefore, no subcontracting plan is needed.
7. Actions to Increase Competition: No further action will be taken to increase competition, as this is not believed to be a reoccurring requirement. Although no further action to increase competition is contemplated at this time, the Government will continue to survey the marketplace and review the acquisition strategy should additional information be received. Any information received will be considered to determine if a competitive acquisition should be conducted or to determine potential future requirements, should they arise.
8. Market Research: Market research was conducted on 15 November 2023 by
Matthew Church, Supervisory PM Safety & Environmental Division at the Watervliet Arsenal. Market Research was conducted through personal and general knowledge acquired through the workplace and review of online literature available on websites. This Market Research provided the basis that available sources could satisfy the requirements of FAR 10.001(3)(i) and shows this requirement can be completed using commercial products. However, the commercial products would need to be re-designed to fit the overall length of the platforms and PE stamps of approval on design of the material must be obtained. As stated above, All Lifts, Inc. has the proven ability to both satisfy the requirement and complete it in a timely manner. As such, and due to the unusual and compelling urgency, the requirement will be a sole source.
9. Interested Sources: To date, no other sources have written to express an interest.
10. Other Facts:
a. Procurement History: There is no procurement history of this type.
b. Other Facts: There are no other facts necessary to justify limiting competition that were not previously stated.

13. Fair and Reasonable Cost Determination: I hereby determine that the anticipated cost or price to the Government for this contract action will be fair and reasonable based on price analysis. The proposed action will be a commercial procurement, therefore certified cost or pricing data will not be obtained IAW FAR 15.403-1(c)(3). The offeror has submitted sufficient information to evaluate the reasonableness of the proposed price.

Approval Based on the foregoing justification, I hereby approve the procurement of the fabrication of Machine Work Platforms for Buildings at the Watervliet Arsenal. in the amount of for an other than full and open competition basis pursuant to the authority of 41 U.S.C. 1901 as implemented by FAR 13.501(a), subject to the availability of funds, and provided that the services and property herein described have otherwise been authorized for acquisition.
