About this file
This document is a Single Source Justification for a maintenance agreement with Agilent Technologies Inc. for the Transportation Security Administration (TSA). The procurement covers a Crosslab Silver preventative maintenance agreement for an Agilent Gas Chromatography Mass Spectrometer (GC/MS) Single Quad System, critical to the Canine Explosive Training Aid (CETA) program. The contract is a firm fixed-price agreement valued at $10,875.12 for one base year, covering the period from 08/15/2025 to 08/14/2026.
The justification emphasizes that Agilent is the only manufacturer with the necessary proprietary components and diagnostic tools for this specific equipment, and only their certified technicians have the expertise to ensure proper system operations. Market research confirmed that third-party service providers lack access to genuine manufacturer replacement parts and specialized knowledge. The maintenance plan includes annual system inspection and cleaning, on-site repair visits, genuine Agilent service parts, and requires ISO 17025 certification. The procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures, with the procurement request number PR2575738097 and tracking number JA-'2025'-02-1239.

I SECTION V: Description of Rationale
The contractor will provide support through the Agilent CrossLa b Silver preventative maintenance agreement for the Agilent Gas Chromatography Mass Spectrometer GC/MS Single Quad System, which is critical for the CETA program.
Ensuring the proper operation of the CEB 's analytical lab equipment is essential to support both new and ongoing opera tio that contribute to the mission-criticalresearch and analysis of CETA. These aids are used in the NEDCTP. The Agilent instrumentation has been installed and previously serviced by Agilent-certified technicians according to the manufacturer' specifications. Any deviation from using certified Agilent technicians could compromise the sensitivity and performance o the equipment, potentially hindering the CEB's ability to meet mission requirements and timelines effectively.
I SECTION VI: Contracting Officer's Determination that the Order Represents the Best Value
I SECTION VII: Market Research Description The TSA/RCA/CEB procurement team conducted market research to identify service providers capable of offering the Agilent CrossLab Silver Maintenance Plan, as outlined in the Statement of Work (SOW). Due to the exclusive nature of th Agilent equipment, it is protected from third-party competition. Many third-party service providers do not have access to genuine manufacturer replacement parts and lack the specialized knowledge required to maintain the equipment. Toes providers often employ untrained technicians and substitute non-genuine parts, such as those sourced from overseas or refurbished in-house, des ite these arts bein ex licitl excluded from the service contract.
