About this file

This is a Justification and Approval (J&A) document for a sole source contract awarded by the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) to the University of Arizona. The contract is for a research study titled "Feasibility of Alternative Concrete Mixtures for DoD Facilities" with a 12-month performance period and a value below the simplified acquisition threshold. The research aims to develop and test cement formulations by optimizing limestone and supplementary cementitious materials (SCMs), conducting a comprehensive life cycle assessment to evaluate material compositions, mechanical, and chemical properties.

The contract was awarded through a Broad Agency Announcement (BAA) for Innovative Environmental Technologies and Methodologies, with the University of Arizona selected after submitting an abstract titled "Resilient infrastructure: Developing low-carbon construction materials for environmental protection." The research is intended to explore building materials that will replace clinker, potentially leading to significant improvements in concrete's cost, mechanical, and durability properties. The contract is being awarded to the University of Arizona, a Non-Profit Organization under NAICS 541715 for Research and Development in Physical, Engineering, and Life Sciences, with the product service code AJ13 for General Science & Technology R&D Services.

5. Rationale Justifying the Use of Cited Statutory Authority. The statutory authority permitting other than full and open competition applies to the proposed procurement as University of

Arizona is an educational institution that is performing RDT&E services for DoD Facilities worldwide. These services are essential to the exploration and development of building materials that will replace clinker, leading to significant potential improvements to cost, mechanical and durability properties of concrete.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. A Broad Agency Announcement (BAA); Notice ID N3943024S2000 for Innovative Environmental Technologies and Methodologies Need Topics was synopsized in SAM.gov on 9 April 2024.

Two (2) abstract for Need Topic 6 Resilient Infrastructure Crucial for Enduring Environmental Protection was received in response to the solicitation. University of Arizona provided an abstract titled “Resilient infrastructure: Developing low-carbon construction materials for environmental protection.”

The Government selected University of Arizona and requested a submittal of a full proposal. The action is being awarded to University of Arizona, a Non-Profit Organization concern under

NAICS 541715 – Research and Development in the Physical, Engineering, and Life Sciences

(except Nanotechnology and Biotechnology). The product service code (PSC) for this action is
