About this file

This is a FAR Part 6 Justification and Approval document for a noncompetitive contract award.

The Joint Program Executive Office for Armaments and Ammunition (JPEO A&A), Office of the Project Manager Maneuver Ammunition Systems (PM MAS), is requesting approval from the U.S. Army Contracting Command – New Jersey (ACC-NJ) to award a new noncommercial, Firm Fixed Price (FFP) Requirements contract for full rate production of 5.56mm M1042 Loose and M1071 Linked Marking Ammunition Cartridges. The contract will include five one-year ordering periods, with Foreign Military Sales (FMS) funding available if FMS requirements arise.

The marking ammunition cartridges are manufactured to Military Performance Specifications (PSPECs) MIL-PRF-32313 and MIL-PRF-32315 and are designed as reduced-energy, non-lethal ammunition that leaves a water-soluble color marking compound on target upon impact without penetrating soldiers' operational camouflage or protective equipment. The M1042 cartridge is fired in the M4/M4A1 rifle converted with the CCMCK Conversion Bolt (NSN 1005-99-132-2616), while the M1071 cartridge is fired in the M249 SAW converted with the CCMCK Conversion Bolt (NSN 1005-99-848-0609). The marking ammunition provides environmental and weapon employment cues for force-on-force interactive live fire training scenarios and mission execution, enabling accurate assessment of simulated lethality and shot placement.
