About this file
This is a Single Source Justification document for a procurement under the Simplified Acquisition Threshold (SAT) by the Department of Veterans Affairs. The Network Contracting Office (NCO) 15, located in Leavenworth, Kansas, is acquiring four leased WoundScout imaging devices with subscription services and support for the Harry S. Truman Memorial Veterans Hospital VA Medical Center in Columbia, Missouri. The procurement is a firm-fixed price brand name sole source award to WoundVision, LLC, with Purchase Request Number 589-27-1-5601-0001 and Acquisition Plan Action ID 36C255-27-AP-0098.
The WoundScout system is intended to support the Skin and Wound Department's pressure injury prevention program by providing early detection technology, enhancing clinical workflow, and improving patient outcomes for Veterans at risk for hospital-acquired pressure injuries. The justification compares four wound assessment products evaluated by device type, primary function, imaging technology, clinical use, and limitations. WoundScout is the sole product meeting the department's requirements, as it is the only system combining long wave infrared thermography (LWIT) with thermographic imaging and photographic capability to identify deep tissue pressure injuries through noncontact operation. The competing products focus on planimetric wound measurement, multidimensional visualization and measurement, or superficial tissue oxygenation assessment, none of which provide the specific thermographic capabilities required. Contracting Officer Betty Flores certified the justification on October 8, 2026, in accordance with RFO 12.102.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Four products were reviewed for wound assessment and measurement:
and Wound Scout. Each product is compared by device type, primary function, imaging technology, clinical use, and limitations. This app-based system can be used on a computer, tablet, or smartphone. Its primary function is planimetric wound measurement, meaning measurement of wound size from a two-dimensional image, along with wound-size tracking. Photographs can be stored in the patient’s chart. The system is intended to support clinicians before and after debridement, although the available description does not establish a specific effect on debridement time. It does not use short wave infrared thermometry, an imaging method that detects thermal patterns using shorter infrared wavelengths. This app-based system can also be used on a computer, tablet, or smartphone. Its primary function
