About this file

This is a Justification for Single Source Award document from the Department of Veterans Affairs for a simplified acquisition procedure under FAR 13.106-1. The acquisition is being conducted by Network Contracting Office (NCO) 15 in Leavenworth, Kansas, in support of the Department of Veterans Affairs Veterans Integrated Service Networks (VISN) 15 Facilities, specifically Harry S. Truman Memorial Veterans Hospital in Columbia, Missouri. The purchase request number is 589-26-2-7311-0066, and the acquisition plan action ID is 36C255-26-AP-1160. The procurement is for Guldmann Ceiling Patient Lifts and Gait Track systems, including accessories, hardware, and installation services, with an estimated amount exceeding the micro-purchase threshold but not exceeding the simplified acquisition threshold of $350,000.

The justification for single source award is based on compatibility and standardization requirements. The Columbia Veterans Affairs Medical Center (VAMC) and Rolla Community-Based Outpatient Clinic (CBOC) require Guldmann lifts to maintain compatibility with existing systems and accessories currently in use at Columbia VAMC. Procuring an alternative brand would be cost-prohibitive, requiring separate accessories and a separate maintenance contract. Guldmann patient lifts meet the minimum weight capacity requirement of 825 pounds and provide smooth start and stop functions that reduce jerking or sudden movements, ensuring safe patient transfers. The new Rolla CBOC facility was designed to integrate with the existing Columbia VAMC system, and the gait track system enables veterans to move easily throughout the physical therapy room. The contracting officer, Veronica Flores (Betty Flores), certified on February 17, 2026, that the justification is accurate and complete in accordance with FAR 13.106-1(b).

Purchase Request Number: 589-26-2-7311-0066

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

This is a brand name justification for Guldmann Ceiling Patient Lifts and Gait Track to include: accessories, hardware, and installation.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Columbia VAMC and Rolla CBOC will utilize Guldmann patient lifts to maintain compatibility with the existing system and accessories currently in use at Columbia VAMC. Procuring a different brand would be cost-prohibitive to the Government, as it would require purchasing separate accessories and establishing a separate maintenance contract.

Guldmann patient lifts meet the minimum weight capacity requirement of 825 pounds, ensuring safe handling for all Veterans. Additionally, the new Rolla CBOC was designed to integrate with the existing system at Columbia VAMC to support standardization across both facilities.

Guldmann lifts provide smooth start and stop functions, reducing jerking or sudden movements that could cause injury. This ensures safe and controlled patient transfers. Furthermore, the gait track system enables Veterans to move easily throughout the physical therapy room, and the Rolla CBOC layout was designed based on the current installed system to ensure proper track installation.
