About this file

This document is a Justification for an Exception to Fair Opportunity for the Department of Veterans Affairs (VA). The VA seeks a firm-fixed-price delivery order for SAP BOE Crystal Reports software maintenance and support for the National Center for Patient Safety (NCPS), to be issued under the NASA SEWP V Governmentwide Acquisition Contract. The performance period will run from September 19, 2025, through September 18, 2026, with three 12-month option periods possible.

The primary purpose is to maintain critical patient safety reporting systems that help monitor and analyze veteran safety events, identify medical device failures, medication risks, and suicide risks. Market research concluded that while alternatives like Tableau and Microsoft Power BI exist, SAP BOE Crystal Reports is the only solution that can provide continued functionality without extensive system modifications. The VA conducted market research in March and July 2025, determining limited competition among resellers, with fifteen Service-Disabled Veteran-Owned Small Business GWAC holders identified for SAP services. The contract is crucial for maintaining the Patient Safety Information System and supporting VA's congressionally mandated safety programs.

SAP BOE Crystal Reports - Ann Arbor CONTROL NUMBER VA-25-00094609 safety event data, which is essential for timely and effective Veteran safety monitoring and reporting.

SAP BOE is required for functioning the Patient Safety Information System, SPOT, Alerts and Recalls, and Patient Safety Assessment Tool web applications. The continued and proper functioning of NCPS applications are foundational and fundamental to the core functions of NCPS and our ability to carry out Congressionally mandated safety programs and provide oversight over patient safety in the VHA. These integrated systems inform decisions and policies that directly impact Veteran care and are crucial for identifying medical devices failures, medication risks and suicide risks, that if not identified, could cause direct harm to Veterans. Additionally, these systems support patient safety staff, clinicians, quality managers, oversight offices and researchers, providing them with critical information to improve patient care and safety practices.

A new solution is being sought jointly through the Department of Defense and VA, and testing is estimated to begin in FY 2026. Therefore, the current solution must be maintained for front line staff to keep the reports flowing until the new solution is ready to launch. The integration of a new application to perform with the same functionality as SAP BOE Crystal Reports would require additional personnel and hundreds of hours to integrate and adapt the current system, resulting in a contract lapse that would impact patient safety throughout VA. Failure to provide software maintenance and support of SAP BOE Crystal Report applications will inhibit real-time review, categorization and analysis of Veteran safety data. As a result, more than 50% of the NCPS applications and would no longer function. This would negatively evaluate, and develop mitigations to enterprise level safety concerns impacting facilities across VHA.
