About this file
This is a Justification and Approval (J&A) document for other than full and open competition issued by the U.S. Army Corps of Engineers (USACE), New York District. The J&A supports a brand-name procurement for Video Intercom Entry Control (EC) System upgrades at Armed Forces Recruiting Centers in Central and South Jersey, New Jersey, under Fiscal Year 2026 funding (PR&C No. W16R0E61319114). The contract will be awarded as a Firm-Fixed-Price (FFP) construction contract through a design-bid-build solicitation using commercial RFQ procurement procedures under FAR Part 13, with evaluation conducted per FAR Part 15.
The acquisition requires installation of two complete Video Intercom Entry Control Systems and replacement of a non-functional CCTV system at recruiting stations, including system resetting and mandatory security training. Required brand-name components include Aiphone IXG Series video intercom systems, Securitron/ASSA ABLOY keypads and door hardware (including Rockwood, Adams Rite, Accentra, and Pemko components), Hanwha Vision CCTV/NVR security components, and NETGEAR security board network switches. The justification cites 10 U.S.C. § 2304(c)(1) as authority, establishing that only these manufacturers provide Military Services-specific branded components meeting technical compatibility, uniform access-control protocols, and nationwide warranty integration requirements mandated by the Military Recruiting Facilities Construction Specifications. A Notice of Intent was synopsized on June 16, 2026, for 15 days on SAM.gov with no responses received. Market research identified three qualified small business general contractors capable of performing the work: EXCEL SECURITY SYSTEMS INC, AMERICAN MAINTENANCE & SUPPLIES, INC (minority-owned), and JOHN CHRIS TAYLOR CONSTRUCTION & DESIGN LLC (minority-owned), all with satisfactory prior performance on USACE contracts.

The U.S. Army Corps of Engineers (USACE), New York District (NAN), Contracting (CT), 26 Federal Plaza, New York, NY 10278.
2. Description of Action:
This Justification and Approval (J&A) supports the use of brand-name components for requested Fiscal Year 2026 upgrades. The Government will not purchase the components directly; rather, it will require that offerors include the Aiphone IXG Series and Securitron components as part of their proposals submitted in response to a design-bid-build solicitation. This solicitation will lead to the award of a new Firm-Fixed-Price (FFP) construction contract. USACE is responsible for the acquisition and administration of a construction contract for the requested Fiscal Year 2026 programmed upgrades for Recruiting Stations located in Central and South Jersey, New Jersey. Funding for this acquisition will be Operations & Maintenance (O&M). The FFP construction contract will be solicited and awarded as a commercial RFQ procurement in accordance with FAR Part 13. Funds are provided under Purchase Request and Commitment (PR&C) No.
W16R0E61319114.
3. Description of Supplies/Services:
The Real Estate Division, Recruiting Section, New York District, 26 Federal Plaza, New
York, NY, is requesting the purchase and approval of tenant improvements at existing
Armed Forces Recruiting Centers. The Video Intercom Entry Control (EC) System, specifically the Aiphone IXG Series, is the system identified in the specifications for use in Armed Forces Recruiting Stations. For primary entrance and/or secondary egress doors, Aiphone and Securitron are the only manufacturers that provide the Military
Services' specific branded components for use in these stations. Regarding the security board, NETGEAR is the only manufacturer that provides the Military Services' specific branded switch (port) required for the Armed Forces Recruiting Stations.
The required work consists of installing two (2) complete Video Intercom Entry Control
Systems (Line Items 0003A & 0009A and replacing a non-working Closed-Circuit
Television (CCTV) system with updated components per FY26 construction specifications, to include system resetting and mandatory security training (Line Item 0010A). To comply with the Military Recruiting Facilities Construction Specifications, specific brand-name components must be utilized to maintain technical compatibility, uniform access-control protocols, and nationwide warranty integration.
The total estimated value for this brand-name security package is. To satisfy this requirement, the estimated line-item values (inclusive of proprietary hardware, specialized installation labor, cabling, programming, training, and system integration) for each individual manufacturer are broken down as follows:
• Aiphone (IXG Series Video Intercom System):
• Securitron / ASSA ABLOY (Keypads & Door Hardware):
• Hanwha Vision (CCTV/NVR Security Components):

4. Authority Cited:
10 U.S.C. § 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by FAR 6.302-1(c), Application for Brand Name Descriptions. In accordance with FAR 6.302-1(c), the Contracting Officer will specify that all offerors be required to procure an item particular to one supplier (brand-name item).
5. Reason for Authority Cited:
A. Background:
Appendix "A" of the Military Recruiting Facilities Construction Specifications for Production Offices mandates that all Armed Forces Career Centers must follow a standard Video Intercom Entry System with CCTV security specifications for each military service. The certified integrators/installers (and warranty providers) include Aiphone, Hanwha Vision STEP Partner, and ASSA ABLOY (Rockwood, Securitron, Accentra, Adams Rite, and Pemko Components). The manufacturers listed provide the specific, proprietary materials required to keep all Armed Forces Career Centers uniform across the United States.
B. Alternatives:

6. Efforts to obtain Competition:
The brand-name requirement has been published as required by FAR 5.201. A Notice of Intent (NOI) to determine sources for this system is synopsized in June 2026 and will be posted in SAM.gov for 15 days. This brand-name J&A will be posted with the solicitation.
As stated in paragraph 5 above, this is a brand-name requirement, and competition is limited to the following manufacturers: Aiphone (for the IXG Series and its components), Securitron, and NETGEAR.
7. Actions to Increase Competition:
This J&A supports a discrete requirement that will end when the specific facility projects are complete. Therefore, there are no planned actions to increase competition for the exact requirements covered by this J&A.
