About this file
J&A No. 25-06: Justification and Approval Summary
This is a Justification and Approval (J&A) document for use of other than full and open competition submitted by Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) for FY 2024 MILCON Project P034 Missile Magazines at West Loch, Ewa Beach, Hawaii. The contracting activity seeks approval to procure either the RSSI RSS-2000N Active Vehicle Barrier (AVB) or the Gibraltar G-2000N Wedge Barrier for an Entrance Control Facility (ECF) at the Joint Base Pearl Harbor-Hickam West Loch Naval Magazine Annex. The project encompasses construction of four earth-covered Type H Box Magazines, relocation of the existing perimeter fence line to restrict public access, and establishment of a new ECF in a remote location with adequate vehicle turn-around and inspection areas. The procurement is being justified under 10 U.S.C. 3204(a)(1) (only one responsible source) due to strict compliance requirements with Unified Facilities Criteria (UFC) 4-022-02, Commander Navy Installations Command (CNIC) Public Safety Systems (PSS) AVB Baseline, and NAVFAC AVB Capability Baseline standards.
Both proposed barrier systems must be listed in the NAVFAC AVB Authorized Equipment List, CNIC PSS AVB AEL, and DoD Anti-Ram Vehicle Barrier List, and must be included in the CNIC Global Sustainment Contract for maintenance support. A sources sought notice (N62478CON33FY2501) posted on October 15, 2024, on SAM.gov requested alternative products within a 15-day response period; two alternate products were proposed but rejected as non-viable due to lacking required approvals and sustainment support. The Contracting Officer has determined the anticipated cost to be fair and reasonable, with future competition unlikely unless alternative approved sources emerge.

J&A No. 25-06
JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
SOLICITATION WORK ORDER NUMBER (WON) ,
FY 2024 MILCON Project P034 MISSILE MAGAZINES, WEST LOCH, EWA BEACH, HAWAII
1. Contracting Activity.
Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contract Division, Joint Base Pearl Harbor- Hickam (JBPHH).
2. Description of the Action Being Approved.
Request approval for the use of RSSI RSS-2000N Active Vehicle Barrier (AVB) or the Gibraltar G-2000N Wedge Barrier for WON
, P-034 Missile Magazines, West Loch, Ewa Beach, Hawaii.
3. Description of Supplies/Services.
This project will provide four earth-covered Type H Box Magazines at the Joint Base Pearl Harbor-Hickam West Loch Naval Magazine Annex. The project will also relocate the existing perimeter fence line to restrict access from the existing West Loch Whiskey wharves Public Traffic Route (PTR) Explosives Safety Quantity Distance (ESQD) arcs and construct a new Entrance Control Facility
(ECF).
The new ECF will be replacing the existing back gate ECF to align with the relocated perimeter fence line. The ECF will be located in a remote area away from administrative and residential buildings. The ECF will provide ample space to provide the proper vehicle turn-around and inspection areas.
Wedge Type Active Vehicle Barriers are required at the new ECF in order to maintain physical security and posture and reduce the risk of unauthorized vehicles from entering the West Loch Annex.
AVBs are required to be provided in accordance with Unified Facilities Criteria (UFC) 4-022-02, the Commander, Navy Installations Command (CNIC) Public Safety Systems (PSS) AVB Baseline and the NAVFAC AVB Capability Baseline. AVBs are also required to be listed in the NAVFAC AVB Authorized Equipment List
J&A No. 25-06
(AEL), the CNIC PSS AVB AEL, and the DoD Anti-Ram Vehicle Barrier List. Use of the RSSI RSS-2000N or the Gibraltar G-2000N is essential for compliance, uniformity, and sustainment of the AVB.
The estimated procurement cost for the AVB is
4. Statutory Authority Permitting Other Than Full and Open Competition.
This request is submitted pursuant to the authority of 10 U.S.C.
3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
AVBs are required to be provided in accordance with Unified Facilities Criteria (UFC) 4-022-02, the CNIC PSS AVB Baseline and the NAVFAC AVB Capability Baseline. Both the RSSI RSS-2000N and the Gibraltar G-2000N conform to UFC 4-022-02, the CNIC PSS AVB Baseline and the NAVFAC AVB Capability Baseline.
AVBs are also required to be listed in the NAVFAC AVB AEL, the CNIC PSS AVB AEL, and the DoD Anti-Ram Vehicle Barrier List. The RSSI RSS-2000N and the Gibraltar G-2000N have been identified by CNIC PSS to have been rigorously tested by them. The RSSI RSS- 2000N and the Gibraltar G-2000N are both listed in the NAVFAC AVB AEL, the CNIC PSS AVB AEL, and the DoD Anti-Ram Vehicle Barrier List for authorized equipment. The use of a different AVB system would result in an unapproved physical security product being utilized.
CNIC PSS also requires that the AVB be included in the CNIC Global Sustainment Contract (GSC) for sustainment and maintenance. AVBs listed in the CNIC PSS AVB AEL are included in the CNIC GSC. This allows for the AVB to be maintained under the CNIC GSC. Both the RSSI RSS-2000N and the Gibraltar G-2000N are identified by CNIC PSS to be part of the CNIC GSC. This allows the existing AVBs to transfer their place under the GSC as a “One for One”. The use of a different AVB would require an additional sustainment/maintenance contract and additional user training.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
A sources sought notice (No. N62478CON33FY2501) was posted on 15 October 2024 on the SAM.gov website to determine if there were any alternative options to the RSSI RSS-2000N or the Gibraltar G- 2000N. The sources sought requested all interested parties respond within 15 days after the date of publication of the synopsis, and if able, to provide comparable products to the RSSI RSS-2000N or the Gibraltar G-2000N. By the due date, there were two responses to the sources sought notice for this requirement.
Both responses proposed possible alternate products to the RSSI RSS-2000N and Gibraltar G-2000N. However, the alternate products are not viable due to not being listed in the CNIC PSS AEL and the NAVFAC AVB AEL. As stated in section 5, using any other product besides the RSSI RSS-2000N or the Gibraltar G-2000N will result in an unapproved physical security product and the AVB not having a means for sustainment/maintenance.
7. Determination of Fair and Reasonable Cost.
The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.
8. Actions taken to remove barriers to future competition.
For the reasons set forth in section 5 above, NAVFAC HI does not intend to compete future contracts for the AVB. If another potential source emerges, NAVFAC HI will assess whether competition for future requirements is feasible.
