About this file

This is a Justification and Approval (J&A) document for use of other than full and open competition for a federal contract procurement.

The Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) is requesting approval to procure one Schneider Electric USA Inc. programmable logic controller (PLC) Model M580 Series for work order HI2504M, the Disinfection System project at Marine Corps Base Hawaii, Kaneohe. The project involves expanding the existing Supervisory Control and Data Acquisition (SCADA) system at the Water Reclamation Facility to include a new disinfection unit. The estimated procurement cost per unit is redacted in the document. The statutory authority cited is 10 U.S.C. 3204(a)(1), which permits procurement from a single responsible source when no other supplies or services will satisfy agency requirements.

NAVFAC HI justifies the brand-name specification based on two primary rationales: standardized equipment compatibility with the existing SCADA system installed under project HI1634M, which currently uses Schneider SCADAPack 357 PLCs, and cybersecurity Authorization to Operate (ATO) compliance under UFC 4-010-06 standards. The Schneider M580 Series is presented as the recommended substitute for the obsolescing SCADAPack 357, offering integrated programming and reduced multi-vendor disputes. A Sources Sought notice (N62478MFDG1FY2501) was published on SAM.gov on April 17, 2025, yielding no alternate product responses. The Contracting Officer determined the anticipated cost as fair and reasonable. NAVFAC HI has no current plans to compete future similar contracts but will monitor the digital network products industry for alternative sources.

J&A No. 25-01

JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

SOLICITATION WORK ORDER NUMBER HI2504M

DISINFECTION SYSTEM, MARINE CORPS BASE HAWAII, KANEOHE, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI), Architect-Engineer Contracts Branch, Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii.

2. Description of the Action Being Approved.

Request approval for the use of the programmable logic controller (Schneider PLCs Model M580 Series) by Schneider Electric USA Inc. for HI2504M Disinfection System project at the Water Reclamation Facility of, Kaneohe, Hawaii.

The brand name description is essential to the activitys requirements, and will not provide for full and open competition for the portion of the acquisition that relates to this brand-name specification only.

3. Description of Supplies/Services.

The HI2504M Disinfection System project is to include a new disinfection unit at the Water Reclamation Facility at MCBH per Notice of Violation and Order, where a portion of the construction involves an expansion of the Supervisory Control and Data Acquisition (SCADA) system. The current WRFs SCADA system is installed in the HI1634M project and utilizes the Schneider SCADAPack 357 Programmable Logic Controllers (PLC) for remote system monitoring and configuration.

The SCADA expansion in the construction project will need to follow the established standard for control system components and implement a design that meshes well with existing infrastructure. Field instrumentation such as pressure, temperature, flow readings and equipment controls for motors and valves are routed to the PLC panels. There is a PLC panel for each main process location, each networked together via fiber optic backbone. Local PLC and touch screen is connected via an

Ethernet switch located in the PLC panel. The PLC screen at each of the process area allows for the operator to control and monitor the system at the local level.

The estimated procurement cost for each of the Schneider M580 Series PLC is approximately The project only require (1) new PLC.

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of 10 U.S.C.

3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

The Schneider PLC Model M580 Series should be used because of the following:

a. Standardized Equipment for Compatibility and Maintenance.

This project will require modification of and expansion to the existing SCADA system. All new equipment procured under this construction project will need to be connected to the existing GeoSCADA system. The monitoring and control station must be online at all times and must perform all required functions.

Inconsistencies and incompatibilities between new and existing SCADA systems can result in inefficient, complex, and non-functioning building systems. Integration of system components with and operability of the base-wide system justify why this brand name equipment is necessary. In order to ensure compatibility with existing equipment, this project will require the Schneider PLC to be installed and integrated with the existing WRF SCADA system to reduce the potential reliability issues and operator confusions.

Maintaining a single installation networked facilities control and monitoring system is beneficial because all controllers can be programmed from a single central station versus a hybrid system composed of many different controllers and associated configuration/programming software. This will further improve operational efficiency and decrease installation, maintenance, repair, and energy costs. Utilizing hardware products from the same vendor that produced the configuration/programming software eliminates multi-vendor disputes regarding conflicts, standards, protocols, or performance characteristics should the controller not function as required.

b. Cybersecurity Authorization to Operate (ATO) Requirement.

The SCADA system is required to meet UFC 4-010-06 cybersecurity requirements and maintain its ATO through the Risk Management Framework process. The existing SCADA system ATO covers the cybersecurity authorization of the system. The Schneider SCADAPack 357 is currently included within the existing SCADA system ATO. However, SCADAPack 357 is becoming obsolete.

Schneider PLCs Model M580 Series is a recommended substitute and have the capabilities to meet the requirements of the equipment provided in this project.

Using the Schneider PLCs will avoid the significant operational burden and cost of having maintenance and engineering staff become proficient with the configuration, programming, commissioning, operation, and maintenance of controllers from different manufacturers. Standardization reduces personnel training costs and decreases procurement costs related to additional equipment, maintenance, and support contracts for another manufacturers hardware and software, as well as the maintenance of an additional parts inventory. Maintaining multiple solutions is inefficient and creates unnecessary work and overhead that increases the total costs of ownership and manpower.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

A Sources Sought notice (No. N62478MFDG1FY2501) was published in the System for Award Management (SAM.gov) on 17 April 2025 to identify other potential sources of supply compatible to the Schneider PLCs Model M580 Series. No response with alternate product was received.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A will be fair and reasonable.

8. Actions taken to remove barriers to future competition.

For the reasons set forth in Paragraph 5 above, NAVFAC HI has no plans at this time to compete future contracts for the types of supplies/services covered by this document. However, NAVFAC HI will continue to monitor the digital network products industry to determine if other compatible alternatives become available, and if another potential manufacturer emerges, NAVFAC HI will assess whether competition for future requirements is feasible.

Should any other potential sources of supply become available during the source selection process, the Government will evaluate submissions, as applicable.
