About this file
This is a Justification and Approval (J&A) document for a 6-month sole source bridge contract to Valiant Global Defense Services, LLC for Mission Training Complex (MTC) support services at Joint Base Lewis McChord (JBLM). The requirement covers individual through collective Mission Command training, technical support, exercise support, simulation, and organizational support for I Corps and various units including 7th Infantry Division, 593rd Expeditionary Sustainment Command, Special Forces units, and multiple Brigade Combat Teams.
The bridge contract runs from November 20, 2024 to May 19, 2025 and was necessitated by delays in the MTCCS II MATOC award and subsequent protest. The current contract (W900KK-18-D-0003/W900KK-22-F-0036) expires November 19, 2024. While a notice of intent was posted on SAM.gov on October 28, 2024, only two responses were received (QTS Group LLC and BHPE LLC), neither of which adequately demonstrated capabilities. The bridge allows time for competition of a new task order under MTCCS II MATOC, with evaluation anticipated for February-March 2025. The contract is primarily Firm-Fixed Price with some cost elements. Critical timing factors include supporting Exercise Yama Sakura 87 and Warfighter 25-02 from November 4 to December 17, 2024.

4. Authority Cited: 10 United States Code 3204(a)(1) as implemented in Federal Acquisition Regulation Part 6.302-1(a)(2)(iii)(B), "Only one responsible source and no other supplies or services will satisfy agency requirements.". A six-month bridge will provide the JBLM MTC with the continuation of highly specialized Training Support Services (TSS) for the JBLM MTC while minimizing excess time and money spent. This requirement is for continued provision of highly specialized service and award to any other source would result in unacceptable delays.
5. Reason for Authority Cited: The MTCCS II MATOC award was delayed by 12 months (awarded 6 December 2023) which was then protested. All of this caused an additional delay in the award of the first MTCCS II Task Order (Ft Cavazos/III Corps MTC) to April 2024. All of these delays caused a ripple effect in the competition and award of all other MTCCS II Task Orders (Ft Liberty/18th ABN Corps, JMSC-Europe, JMSC-IP, Army National Guard, Ft Johnson MTC, JBLM, etc.). Because of these continuing delays, and the impending JBLM MTC exercise support requirements, a 6-month bridge contract (with option to extend services up to an additional six-months) is paramount to ensure there is no break in service or MTC training support capabilities. This bridge would provide ample time for the Government to conduct and conclude all necessary actions to complete an award under MTCCS II, whilst preventing a potentially disruptive service interruption in the critical timeframe leading up to the award of the new contract under MTCCS II. Furthermore, this will provide for a smooth transition and ensure continued access to vital services for I Corps and JBLM assigned and supported units. The proposed bridge contract is a necessary, interim solution as the current contract supporting the program expires 19 November 2024. No other contractor is in position to assemble a large team of administrative, program management, and subject matter experts (SMEs), who specialize in providing individual thorough collective Mission Command training, by the expiration of the JBLM MTCCS contract.
Without a bridge in place, there will be a significant break in service. As a result, Valiant is in the best position to continue services and support to the JBLM MTC program. Contractor employees must renew their badges prior to 20 November 2024; therefore, a signed bridge contract must be in place several days prior to the current Period of Performance (POP) end date. JBLM contractors must maintain CAC access to support the current large scale Command Post Exercise 3, Yama Sakura 87(YS87) and I Corps’ Warfighter 25-02 from 4 November 2024 to 17 December 2024.
6. Efforts to Obtain Competition: A Synopsis with a notice of intent was posted to SAM.gov on 28 October 2024, to announce the Government’s intent to award a six-month FFP Bridge Contract, on a noncompetitive basis to Valiant Global Defense Services, LLC for the JBLM MTC effort. Responses are due no later than 8 November 2024. Respondents were asked to submit their stated technical knowledge of and experience with Mission Command (MC) training and information to demonstrate the Contractor’s ability to complete Phase-in activities and commence full performance by the end of the current JBLM task order [19 Nov 2024].
The following responses were received:
i. QTS Group LLC- New 8(a) WOSB: QTS submitted information about their company (i.e. core credentials, areas of expertise, certifications, NAICS Codes, UEI, etc.) on 28 October 2024 but failed to adequately respond to the Government’s request. Their response was not tailored to the NOI, thus failed to state their technical knowledge of and experience with MC training. The response also failed to provide information to demonstrate their ability to complete phase-in activities and commence full performance by the end of the current
JBLM task order. QTS was primarily interested in obtaining point of contact information for the Small Business Liaison (SBL) or Ombudsman.
ii. BHPE LLC: BHPE responded via email on 29 October 2024, yet did not provide a capabilities statement nor did they adequately respond to the Government’s NOI. They expressed a keen interest in the JBLM Bridge effort and stated they are “currently working on the requested information and we will share it with you soon. In the meantime, you can request a capabilities statement directly from our website”. As of 7 Nov 2024, additional information has not been received.
a. Effective Competition: Not applicable is this effort is sole source.
b. Subcontracting Competition: FAR Clause 52.244-5, Competition in Subcontracting will be incorporated into the C-Type contract. The same subcontracting opportunities within the current task order are projected for the bridge contract.
7. Actions to Increase Competition: The Government is preparing for the JBLM MTC new Task Order FAR Part 16 Competition on the MTCCS II Multiple Award Task Order Contract (MATOC). The evaluation board and subsequent awardee selection is currently anticipated for 26 February – 1 March 2025. The proposed bridge contract will ensure continuity of support for the JBLM MTC’s training support requirements and allow for appropriate FAR Part 16 competition for the new task order.
8. Market Research: A Synopsis with a notice of intent was posted to SAM.gov on 28 October 2024, to announce the Government’s intent to award a six-month FFP Bridge Contract, on a noncompetitive basis to Valiant Global Defense Services, LLC for the JBLM MTC effort.
See paragraph 6, Efforts to Obtain Competition.
9. Interested Sources: The JBLM MTC training support bridge requirement is anticipated to be a follow-on to Task Order W900KK-18-D-0003, which was competed under the current MTCCS I MATOC. The current Task Order ends 19 November 2024. Continuation of performance with the current JBLM MTC contractor, Valiant, is necessary to avoid a break in service and ensure the customer can execute planned training and throughput requirements.
All six vendors in the Unrestricted lot will have an opportunity to compete for the follow-on JBLM effort 3QFY25.
