About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition to increase the maximum contract value of a Passenger Vehicle Short Term Rental (STR) Services Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract. The contract, N62473-22-D-3611, was awarded to Hunter Pacific Group in March 2022 with a maximum value of $967,611.83 and a term of 66 months. The contracting activity is the Department of the Navy, Naval Facilities Engineering Systems Command Southwest (NAVFAC SW).
The J&A cites unusual and compelling urgency under FAR 6.302-2 as the justification for the $1,500,000 capacity increase, from $967,611.83 to $2,467,611.83. The increase is to support an unexpected surge in requirements due to the arrival of two classified naval carriers, which requires additional vehicle and bus support for hull and crew swaps. The contract is for firm fixed-price commercial products and services and was procured as a 100% small business set-aside. The contract expiration date remains unchanged at March 31, 2027.
