About this file

This document is a justification and approval for a sole source contract award. The Defense Microelectronics Activity is seeking to acquire a Kulicke and Soffa Wire Bonder RAPID Pro machine from the sole manufacturer, Kulicke and Soffa, for a base year price of $XXX,XXX with three option years. The Wire Bonder meets all of the agency's requirements for performing microcircuit assembly projects, including decreased bonding times, automated focus and stitching capabilities, and real-time process monitoring to prevent defects. Market research found no other equipment that could satisfy the agency's needs. As the incumbent provider, Kulicke and Soffa also offers experience, support, and expertise that would save time and costs compared to an alternative manufacturer. Therefore, this non-competitive contract is justified under the authority of full and open competition exceptions for a sole responsible source.

DMEA # 23-21

Defense Microelectronics Activity 4234 54th Street, McClellan, CA 95652

SOW/PWS # 23-3D1

Justification and Approval for Other than Full and Open Competition

1. Agency and Contracting Activity: Office of Secretary of Defense, Defense Microelectronics Activity (DMEA).

2. Nature/Description of Action: This is a new Firm Fixed Price contract in the amount of for a base year and three option CLINs for Kulicke and Soffa (KnS) Wire Bonder

RAPID Pro. Anticipated structure is as follows:

Base: funded main tool acquisition, installation, and maintenance cost Option 1: funded option anticipated to execute after Basic Training Option 2: funded to be executed in years 3 & 4 after equipment is received Option 3: to procure KnS Basic package with spare parts

3. Description of Supplies/Services: MEA is seeking the acquisition of a new Wire Bonder to complete Microcircuit Assembly (MCA) projects within DMEA. The KnS Wire Bonder RAPID Pro allows operators to wire bond die to package, establishing continuity to the desired die circuitry.

4. Authority Cited:

FAR 6.302-1, Only One responsible Source and no other supplies or services will satisfy agency requirements under the authority of 10 U.S.C 2304(c)(1) or 41 U.S.C. 3304(a)(1).

5. Reason for Authority Cited: Market research indicated that the KnS RAPID Pro Wire Bonder was the only wire bonder that met all of DMEAs requirements, and also saves the government increased time and cost associated with going in a different direction.

The KnS Ball Bonder RAPID Pro decreases bonding times and has a Programmable Focus Optics with Multy-Stitch Bonding, a simplified method for continuous bonding for stacked die, allowing bonder to bond once on a pad and to bond at a higher place with an automatic focus.

Also, it is equipped with a Real-Time Process Monitoring (RPM) that stops the bonder from bonding other pads when the wire is broken/missing; this is a critical update that prevents damage to the product. New reduced parameter mode automates setting of parameters saving Engineering setup time.

Over a decade of operating engineering development that was designed and developed on the previous platform can be transferred over to the new KnS Wire Bonder RAPID Pro saving government time and money. KnS has proven themselves as a reliable company with decades of experience and excellent response time/communication with previous KnS equipment needed for repair/troubleshooting.

Additionally, KnS confirmed that they do not have authorized resellers.
