J&A Tracking Number: 22-0019

Justification for Other than Full and Open Competition under DFSP Sitra contract

SP0600-02-C-5216

1. Summary/Introduction:

Defense Logistics Agency-Energy (DLA-Energy) is the Executive Agent for Bulk Petroleum and the contracting activity for petroleum products and services for the Department of Defense (DoD). DLA Energy must fulfill an unanticipated, short-term requirement for Contractor- Owned, Contractor-Operated (COCO) bulk storage facilities and services required to receive, store and ship one grade of U.S. Government-owned aviation fuel (Jet A1) in the Arabian Gulf also known as the Persian Gulf. This Justification and Approval (J&A) authorizes DLA-Energy to meet that requirement through a sole source extension and modification of Contract SP0600- 02-C-5216 (the “Contract”) with Chevron Bahrain Trading Company S.P.C. (Chevron). The total estimated value for the six-month extension is and the period of performance will be from May 17, 2022, through November 16, 2022.

2. Nature and/or description of the action being approved (FAR 6.303-2(b)(2):

The action being approved is the extension modification of Chevron’s Contract for COCO bulk storage facilities and services for DLA-Energy-owned fuel in the Persian Gulf. Contract SP0600- 02-C-5216 has been extended for a period of six-months in accordance with (IAW) contract provision INT-I209.03 EXTENSION PROVISION (STORAGE) (DFSC SEP 1991), via contract modification P00076, which was executed on May 10, 2022. The J&A is required as the extension not to exceed six months was not evaluated at the time of contract award. Fiscal year 2022 Defense Working Capital Funds were allocated for the extension via approved Purchase Request (PR) This action is sole sourced to the incumbent, Chevron, due to unusual and compelling circumstances and the urgency of need.

3. Description of supplies or services required to meet the agency’s need (including estimated value) (FAR 6.303-2(b)(3)):

DLA Energy requires commercial COCO storage services of Government–owned product totaling barrels (fill capacity) of Aviation Turbine Fuel – Grade Jet-A-1 for the period May 17, 2022, through November 16, 2022. The six-month extension allows for the continued storage operations of barrels (fill capacity) of Jet-A-1 in Sitra, Bahrain while allowing sufficient time to finalize the procurement for follow-on services under solicitation SPE603-22- R-0500. The estimated value of the J&A is .
