About this file

This justification and approval document requests approval to use proprietary specifications for Federal Signal's UltraVoice Indoor Remote Interface Controller mass notification transceiver on projects to construct a training annex and renovate a facility at Joint Base Pearl Harbor-Hickam in Hawaii. The projects require a combination fire alarm and mass notification system compliant with NFPA 72 and UFC 4-021-01, which necessitates a transceiver compatible with the existing base-wide Federal Signal Commander alerting and notification system. Modifications to integrate a non-Federal Signal product would void warranties and complicate system operation. Using Federal Signal components avoids significant training costs for security personnel proficient in operating the existing system. Market research found no other transceiver meeting performance and compatibility requirements. The estimated cost of the Federal Signal transceiver is approximately $ per unit.

400 MARSHALL ROAD

JBPHH, HAWAII 96860-3139

J&A No. 20-32

JUSTIFICATION AND APPROVALFOR USE OF OTHER THAN FULL AND OPEN

COMPETITION FOR ONLY ONE RESPONSIBLE SOURCE

SOLICITATION FOR P-4007 CONSOLIDATED TRAINING CENTER, JOINT BASE PEARL

HARBOR-HICKAM, HAWAII AND RENOVATE 624 RSG/ASTS FACILITY, B4100H,

JOINT BASE PEARL HARBOR-HICKAM, HAWAII

1. Contracting Activity.

Naval Facilities Engineering Command, Hawaii (NAVFAC HI), Architect- Engineer Acquisition Division, Joint Base Pearl Harbor-Hickam.

2. Description of Action Being Approved.

Request approval to include proprietary specifications for use of UltraVoice Indoor Remote Interface Controller (UVRI-B) mass notification transceiver by Federal Signal for the following combined projects: P-4007 Consolidated Training Center, Joint Base Pearl Harbor-Hickam, Hawaii (Work Order No. 1606431) and Renovate 624 RSG/ASTS Facility, B4100H, Joint Base Pearl Harbor-Hickam, Hawaii (Work Order No. 1644813).

3. Description of Supplies/Services.

Project P-4007 will construct a training annex to Building 4100H.

Project Renovate 624 RSG/ASTS Facility will renovate the interior and exterior of Building 4100H. These projects require a combination fire alarm and mass notification system complying with NFPA 72 and UFC 4- 021-01. The combination fire alarm/mass notification system requires a Federal Signal mass notification transceiver to communicate with the existing base-wide mass notification system. The Federal Signal mass notification transceiver receives alerts and information from a central mass notification control station via radio signals and broadcasts it to the building occupants through the building’s fire alarm/mass notification speaker system. The existing base-wide mass notification system at Joint Base Pearl Harbor-Hickam (JBPHH) utilizes Federal Signal’s Commander alerting and notification system, which provides a fully integrated indoor and (wide-area) outdoor mass notification system. The base-wide mass notification system broadcasts real-time alerts and information to select buildings, areas, or throughout JBPHH during emergency situations (natural disaster or terrorist attack). This real-time information provides people with the necessary response and appropriate action to protect life for the specific emergency situation.

The estimated cost for construction for the P-4007 project is of which will be for the procurement of the Federal Signal UVRI-B transceiver.

The estimated cost for construction for the Renovate 624 RSG/ASTS Facility project is of which will be for the procurement of the Federal Signal UVRI-B transceiver.

The total estimated procurement is .

4. Statutory Authority Permitting Other Than Full and Open Competition.

This request is submitted pursuant to the authority of FAR 6.302-1 and 10 U.S.C. 2304(c)(1) – Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

This is a new requirement for a component of a specialized, integrated, emergency communication system where award to another source would result in substantial duplication costs to the Government that is not expected to be recovered by competition. The UVRI-B mass notification transceiver by Federal Signal will be used for this project because it is the only source that is compatible with the existing base-wide mass notification system.

UFC 4-021-01, published 9 April 2008, Change 1 January 2010, requires that individual building mass notification system (MNS) shall be capable of interfacing with existing wide area MNS. JBPHH currently utilizes a Federal Signal base-wide mass notification system to provide integrated indoor and (wide-area) outdoor mass notification.

The system uses UVRI-B transceivers that communicate with, and are controlled by, Federal Signal’s Commander encrypted control software installed at five control stations in various locations throughout

JBPHH.

NAVFAC Hawaii is requesting approval to use UVRI-B mass notification transceiver by Federal Signal for the following reasons:

a. Modifications to the existing mass notification system control stations to allow a non-Federal Signal transceiver to communicate with the control station would void the Federal Signal manufacturer warranty, complicate operation of the system, and potentially render equipment un-maintainable/serviceable under the ATFP Ashore Global Sustainment maintenance contract.

b. JBPHH Security personnel are trained to operate the existing Federal Signal mass notification system. By using Federal Signal components, it will avoid the significant burden and cost of additional operational training for Security personnel to become proficient in the non-Federal Signal components.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Market research conducted by NAVFAC Pacific on 23 April 2020 via a Sources Sought notification published on the beta System for Award Management (SAM) website in accordance with DFARS 206.302-1 to identify any other sources of supply that could provide the Mass Notification Remote Terminal Unit with equal performance and listing/approval requirements as the Federal Signal Mass Notification Remote Terminal Unit UVRI-B UltraVoice. No responses were received in response to their announcement. The results from NAVFAC Pacific’s sources sought were relied upon as the market research is current.

Therefore, there are no other known manufacturers of the Mass Notification Remote Terminal Unit other than the Federal Signal Mass Notification Terminal Unit UVRI-B UltraVoice, which is compatible with the existing JBPHH base-wide mass notification system.

7. Determination of Fair and Reasonable Cost.

The estimated price of ( per unit) is comparable and consistent with past prices. The Contracting Officer has determined the anticipated cost to the Government of the supplies/services covered by this J&A to be fair and reasonable.

8. Market Research.

Market research was conducted on 23 April 2020 and 02 September 2020 to determine if there are any vendors who could provide similar items.

The market research found no companies who could provide a similar UltraVoice Indoor Remote Interface Controller (UVRI-B). Additionally, to remain compliant with UFC 4-021-01, utilizing the Federal Signal UltraVoice Indoor Remote Interface Controller (UVRI-B) will ensure seamless compatibility, and operability with the existing wide area

MNS.

9. Other Supporting Facts for Use of Other than Full and Open.

This combined project requires a combination fire alarm and mass notification system to be compliant with NFPA 72 and UFC 4-021-01.

This notification system requires a Federal Signal mass notification transceiver to communicate with the existing base-wide mass notification system. UFC 4-021-01 requires that individual building mass notification system (MNS) shall be capable of interfacing with existing wide area MNS. Additional supporting facts for the cost to the Government that would be duplicated are addressed in above paragraph 5. Rationale Justifying Use of Cited Statutory Authority.

10. List of Sources Interested in the Acquisition.

There were no interested sources for this acquisition.

11. Actions to Remove Barriers to Future Competition.

To evaluate the use of full and open competition for acquiring the same or similar supplies in the future, market research will be conducted periodically to ascertain the availability of new technology that may provide for other sources to meet the Government’s needs.

Should any other potential sources of supply for compatible mass notification transceivers be submitted during the source selection process, the Government will consider each as applicable.
