Limited Sources Justification (LSJ) Summary

This is a Limited Sources Justification document for a one-year, firm fixed-price Federal Supply Schedule bridge contract with American Systems Corporation for Defense Occupational and Environmental Health Readiness System (DOEHRS) support services. The Defense Health Agency Contracting Activity (DHACA) Professional Services-Contracting Division is seeking approval for this contract from December 29, 2025 through December 26, 2026, with an estimated value of $15,028,935.70. The contractor will provide continued enhancement and integration of critical IT capabilities supporting the Department of Defense's DOEHRS-IH (Industrial Hygiene) and DOEHRS-HC (Hearing Conservation) surveillance and readiness platforms, which serve 4,452+ and 17,730+ users respectively.

The services encompass extensive system support including blast overpressure (BOP) exposure management and mitigation, data management and batch loading capabilities, cognitive health monitoring, system modernization, development efforts for new interfaces and APIs, critical user enhancements, enterprise sustainment across all environments, hardware hosting, travel support, software change requests, and specialized development work in areas such as HAZMAT capabilities and Space Force integration. The justification for using limited sources authority cites continuity of critical services, the specialized and complex nature of the DOEHRS platforms, American Systems Corporation's unique technical acumen and existing framework, and the risks and delays associated with transitioning to a new contractor. Market research conducted between January and July 2025 confirmed that while similar IT services are generally available from multiple vendors, continuity with the incumbent is necessary to avoid implementation delays and service disruptions. Further market research and competitive solicitation development are planned during the bridge period.
