2. Task Order Title. DISA J6 – Endpoint and Global Services Program Management & Administration Support Services

3. Background. The DISA J6-Endpoint and Global Services (GSV) primarily provides communication services to external mission partners including other agencies within the DoD and other Federal Government agencies. These services include the installation and operation of communication programs and projects that are at various stages of execution, such as: telecommunications network installations, Secure Web Services (SWS), and other services related to information technology (IT) and telecommunications in support of Communications Security (COMSEC), Nuclear Command, Control, and Communications (NC3), and Continuity of Operations (COOP)/Continuity of Government (COG).

This requirement spans a wide range of activities for the Portfolios, Programs, and Projects within the GSV. This support requires detailed knowledge and expertise to strengthen the Portfolio's posture as it relates to the Department of Defense Information Network (DoDIN) for Defense and National missions. DISA is the lead agency for implementing solutions for the DoDIN.

DISA, via the DoDIN, is responsible for ensuring that the United States Government (USG) possesses and maintains a secure and modern command, control, and communications capability to meet the Defense and National mission standards. To maintain command capability throughout peacetime and all levels of conflict, the United States (US) must develop robust communications pathways and perform ongoing analysis of threats from attacks. The GSV is responsible for the capabilities of the communications systems to respond to and recover from natural disasters and provide continuity of information for National Security and Emergency Preparedness Communications (NS/EP - Executive Order 12333), through Special Access Programs (SAP) such as the Distributed Continuity Integrated Network – Top Secret Enterprise Services (DCIN-TS ES), Mission Essential Emergency Communications Network (MEECN), Compartmented Enterprise Services Office (CESO), and Senior Leader Alternate Path Capability (SLAPC), as well as Transport program requirements, as necessary.

The GSV utilizes the DoD National Security Engineering Center (NSEC), a Federally Funded Research and Development Center (FFRDC), for services in support of its National Leadership Command Capability (NLCC) requirements. These services, the specifics of which are classified, serve to enhance, develop, and implement DISA services and/or DoDIN Infrastructure. Also, in support of NLCC requirements, the GSV provides Program Asset Protection (PAP) and User Activity Monitoring (UAM) services and support for DISA programs, ensuring the protections/security of Agency information systems. The GSV also acts as a Cyber Security Service Provider (CSSP) on multiple domains for DISA, as well as its Mission Partners.

The DoDIN is responsible for delivering assured national command, control, and communications capabilities against many evolving and dynamic sets of natural and directed threats in a highly dynamic political and technical environment. For that reason, DISA requires flexible contract services to obtain a broad range of complex industry skill sets. These skillsets, with appropriate clearance levels, are required day one of contract award to support the C3 classified mission.

4. Objectives: The objective of the GSV Program Management & Administration requirement is to obtain various skill sets and Subject Matter Experts (SME) to support the complex classified and unclassified objective areas within the GSV Directorate, which has several portfolios, programs, and projects at various stages of completion or execution. These portfolios, programs, and projects require skill sets and SMEs in multiple disciplines and at different levels of expertise. The SMEs will be required to work seamlessly across classified and unclassified domains, as well as seamlessly navigate between classified, acknowledged, and unacknowledged SAP, and unclassified information. They will be required to interact with officials at all levels of Government and shall be knowledgeable of and demonstrate the decorum to comply with proper protocol for the specific level of engagement.

The SMEs shall provide support to several Special Access Programs, as well as other classified and unclassified programs in the furtherance of the DISA/GSV mission. The GSV mission is “high visibility” and “no fail,” and services must be provided, without interruption or lag. It is for this reason that personnel with the required skill sets and clearance levels are required from day one of contract award. The contractor shall attract and retain the resources and assets to sustain the services rendered under this task order with minimal personnel turnover, and promptly backfill personnel should it be necessary.

5. Scope. This requirement includes portfolio, program, and project administration and management support. The GSV provides a wide variety of support that is both unclassified and classified. While this order will be issued at the unclassified level, it will require work to be performed at the designated classification levels specified herein. It will also require designated contractor personnel to be read on to SAP programs, as necessary, to perform the tasks herein. Contractor personnel shall have knowledge and experience supporting SAP in a SAP-Facility (SAP-F) environment. GSV requires a variety of personnel with an appropriate amount of knowledge, skills, and abilities (KSAs), years of experience, and qualifications within a variety of technologies, business processes, and mission domains, as well as activities that are flexible and scalable to execute tasks accurately, efficiently, quickly, and in accordance with applicable laws, regulations, policies, and procedures.

Most of the performance described herein is conducted in and requires access to a Sensitive Compartmentalized Information Facility (SCIF) and/or a SAP-F. Information pertaining to the activities in the SCIF/SAP-F is tightly controlled; therefore, the contractor must possess the proper security clearance and read-ons before being granted access to information about GSV’s activities and access to the SCIF/SAP-F.

The contractor shall not perform inherently governmental functions under this order, such as determining federal program priorities for budget requests, determining budget policy, guidance, or strategy, directing, or controlling federal employees, or determining what supplies or services are to be acquired by the Government. Services closely associated with some of these inherently governmental functions may be required under this order, but any exercise of discretion, policy judgments, or final decisions shall be reserved for Government officials only.

The scope of work to be performed is further described in Section 6 and is organized within the following objective areas:

•Task Area 1: Contract and Program Management
•Task Area 2: Operational Support

· Task Area 3: Strategic Engineering and Technical Support

6. Performance Requirements. GSV works within an extremely dynamic environment where task requirements arise and require qualifications to take action through resolution. The contractor shall provide the necessary qualified and flexible personnel to provide mission-critical support as prescribed in this PWS.

6.1 Task 1 – Contract and Program Management Support

In support of the various acknowledged and unacknowledged SAPs and other classified programs, access to Top-Secret, Top-Secret SCI, SCI, SAP, JWICS, YLAN, NATO, CNWDI, GOLD, and SIPRNet is required.

The Contractor shall communicate and coordinate among all Program Management Office support personnel, Government personnel, other contractor personnel, etc. as required in the performance of the tasks detailed throughout the PWS.

The Contractor shall provide a management plan detailing the management strategy used to successfully implement and sustain uninterrupted operations. This plan shall also detail how the Contractor will identify, prevent, and ensure non-recurrence of defective and inadequate services. This plan shall also include a staffing matrix with detailed roles and responsibilities for the proposed staff members to ensure adequate coverage and proper workload distribution for those supporting the J6-GSV Program Management Office.

The Contractor shall develop, implement, and maintain a quality control plan. This plan shall include inspection, validation, evaluation, corrective action, and procedures necessary to effect quality control of all performance and products provided under the order. The plan shall allow inspection and evaluation by the Government and shall be applicable to all subcontractors and members of the contractor's team, as appropriate.

The Contractor shall provide a Monthly Status Report (MSR) that tracks the quality and timeliness of the contract milestones, services, and deliverables. The MSR shall include, but is not limited to accomplishments for the month, plans for the next month, identifiable risks, and recommendations for mediating the risks, Operational Support and Strategic Engineering and Technical Support activities, expenditures, cumulative funding summary, and a listing of all personnel associated with the execution of the performance tasks.

The Contractor shall conduct monthly In-Progress Reviews (IPRs) that include a summary of all specific tasks as requested by the Government. The Contractor will provide a review of progress against cost and schedule performance, programmatic and technical risks, and identify and resolve critical issues and actions as set up by the COR/ACOR.
