801.1 Definitions
Wherever in these specifications, or in other contract documents, the following terms, or pronouns in place of them, are used, the intent and meaning shall be interpreted as follows:
1. Aggregate Base Course (ABC) Gravel material meeting the requirements of the North Carolina Department of Transportation Standard Specifications for Roads and Structures, Division 10, for Aggregate Base Course (ABC).
2. Agreed or Approved Official agreement or approval by use of a written document issued by the Government. Agreements also require signature of Service Provider's Representative and are dated.
3. Base course The layer or layers of material placed on a subbase or a subgrade to support a surface course. (See Illustration of Road Maintenance Terms.)
4. Berm A curb or dike that controls roadway runoff water, or delineates traffic direction.
5. Bid Schedule Schedule of Items.
6. Broad based dip A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by high clearance vehicles; usually placed diagonal to the centerline.
7. Catch Basin. The area immediately adjacent to inlet invert of the culvert.
8. Channel. A natural waterway leading into or away from a culvert or bridge.
9. Cross ditch. A shallow ditch placed across the roadbed to remove water from the roadbed surface that can be driven across by full size pickups or other high clearance vehicles; usually placed diagonal to the centerline.
10. Culvert. Any structure that provides a passageway, drain, or waterway under a road or embankment.
11. Lead off ditch. A ditch used to remove water from roadside drainage ditches, the roadway, cattleguards, or drainage structures such as culverts and drainage dips.
12. Ditch. A relatively long narrow excavation placed to collect or disperse water.
13. Drainage dip. A drainage structure that was previously constructed within the roadbed surface to form a uniform depression that allows routine passage of vehicles while diverting water from the traveled way.
14. Drainage ditch. A ditch located parallel to and abutting the roadbed.
15. Drainage structure. A term identifying manufactured devices placed to control water movements.
16. Drawings. Illustrations showing details of required work.
17. Equipment. All machinery, operating supplies and tools necessary for the proper performance and acceptable completion of the work.
18. Excess Material. Material from the roadway in excess to that needed for maintenance of roadway.
19. Foreslope. The slope of the ditch section nearest to the traveled way.
20. Grade. The vertical alignment of the top surface of the road.
21. Highway Vehicles. Vehicles such as, passenger cars and high clearance vehicles.
22. High Clearance Vehicles. Vehicles such as, pickups, 4x4s, and log trucks.
23. Hydrologic Function. Physical properties of the occurrence and movement of water on the earth�s surface and in particular that part which crosses transportation systems.
24. Materials. Any substances specified for use in the performance of the work.
25. Measurement. The process of identifying the dimensions, quantity, or capacity of an item..
26. Nominal Dimensions or Weights. The numerical values shown on the drawings or in the specifications as measurements for the work.
27. Original Contract Quantities. Those estimated quantities shown in the Schedule of Items as awarded.
28. Patching. Minor repairs.
29. Paved Surface or Pavement. Denotes asphalt, concrete, or other stabilized materials excluding natural aggregates. Dust palliative treatments are not considered as pavement.
30. Right of Way. A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private
Lands), or (2) real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
31. Roadbed. The portion of a road between the intersection of the subgrade and side slopes, excluding that portion of the ditch below the subgrade.
32. Road Listing. A preliminary listing of road locations and any established work priorities.
33. Schedule of Items. A schedule in the contract that contains a listing and description of maintenance items, quantities, units of measure, methods of measurement, unit price, and amount.
34. Shoulder. The portion of the roadway continuous to the traveled way for accommodation of stopped vehicles, emergency use, and lateral support of travel way structure.
35. Slough or Slide. Material deposited on the roadway that may need to be repositioned or removed.
36. Slump. A localized portion of the roadbed that has slipped, or otherwise become lower than the adjacent roadbed, and constitutes a hazard to traffic.
37. Standard Specifications. Specifications for all divisions of work.
38. Subgrade. Top surface of roadbed upon which the pavement structure, shoulders, and curbs are constructed.
39. Traveled Way. The portion of the roadway designated for the movement of vehicles, exclusive of shoulders but including turnouts and curve widening.
40. Turnouts. A short auxiliary lane on a one lane road provided for passage of meeting vehicles.
41. Unit of Measure. The unit and fractions of units shown in the Schedule of Items.
42. Unsuitable Material. Material removed during maintenance, which must be disposed of in designated locations. Includes material with substantial amounts of vegetation or other objectionable material.
43. Waterbar. A deeper type cross ditch, which is not intended for standard passenger vehicles.
44. Work Schedule. The Service Provider's current schedule for work progression.
801.2 Abbreviations

801.4 Quantity Measurement Terms
1. U.S. Customary Units of measure are used in conjunction with these specifications.
2. The methods of measurement and computation will be those necessary to accurately determine the quantities of materials furnished and work performed.
3. All items, which are measured by the feet, will be measured parallel to its longitudinal centerline, unless otherwise shown on the drawings.
4. A station when used as a definition of term or measurement will be one hundred feet, or a precise location along a survey line.
5. Miles will, in the absence of known distances from existing plans or surveys, be determined by the Government using a calibrated survey odometer or equal substitute operated on the traveled way at or parallel to road centerline.
6. The term "ton" means 2000 pounds. Trucks used to haul material measured by truck weight shall be weighed empty at least once daily, and each truck shall bear a plainly legible identification mark. Weigh tickets furnished by the Contractor from certified scales will be used to determine weight measurements.
7. Materials measured by the cubic yard in the hauling vehicle shall be measured therein at the point of delivery. Vehicles may be of any size or type, provided that the box is of such shape that the actual volume may be readily and accurately determined.
8. Measurement by the acre will use the length and width treated. Measurement of width will approximate significant slope breaks, but will not include minor deviations along the slopes. The measured slope distance for the length will multiply width treated and converted to a standard 10,000 square yard or acreage value of the surface area treated.
9. Measure square yard with horizontal longitudinal and traverse measurements.
10. The term "lump sum" when used in the Schedule of Items means the complete unit as required by or described in the contract.
11. Measurement will be made of each item or unit of work, as shown in the Schedule of Items, completed and accepted in accordance with the contract provisions, specifications, and drawings.
802 � TECHNICAL SPECIFICAITONS
802.1 � Definition of Road Structures Graphic definitions of road structural terms are shown on Illustration 801.3 (Page 7)
802.2 � Maintenance Activities
The Road Maintenance Schedule specifies the road number and required maintenance activity for each road. All maintenance work of this contract shall be performed in accordance with the requirements of the Activities Schedule (Attachment 2) and the Maintenance Activities herein specified.
Only those operations indicated by activity codes in the bid schedule and the activities schedule pertain to this contract.
Adjustments to these schedules may be made in accordance with applicable FAR clauses. Any such adjustments require prior written documentation from the Contracting Officer.
802.3 � Soil Moisture Conditions
Suitable moisture conditions for surface blading shall be from five (5%) percent to fifteen (15%) percent by weight. Unless authorized by the COR, no surface blading shall be performed while moisture content is outside this range.
If moisture conditions are too dry or wet, the Contractor will not be required to meet the requirements of prosecution of work under section F.
802.4 � Equipment Specifications and Minimum Requirements
It is considered necessary for equipment to be of the following minimum standards in order to perform the work: A motorgrader(s) shall be diesel powered, tandem drive, 90 to 155 horse power (hp), with a twelve foot hydraulic shift mold board and scarifier, and weighing a minimum of 30,000 lbs. Equipment must be equipped with a USDA Forest Service approved spark arrester capable of preventing expulsion of sparks from the engine and a five pound extinguisher of an approved type that will extinguish oil or gasoline fires.
802.5 � Maintenance and Control of Traffic
For all items of work provide safety signage, barricades, lane closures, flaggers, and other traffic control devices appropriate for the location of the work. Take all necessary precautions for the protection of workers and the public. At a minimum the Contractor will post warning signs on each end of the section of road being worked. Signs are to be of the size, quantity, and colors as required in the current edition of the "Manual on Uniform Traffic Control Devices", (MUTCD). A copy of MUTCD is located at the District Rangers Office and may be made available to the Contractor for in office reference on request. These signs shall be moved as needed to properly delineate and identify the section of the road being maintained. At no time shall these signs be more than two (2) miles from operating equipment and shall be in place only when road equipment or persons are performing operations. Any road may also require a more comprehensive traffic control plan.
All slow moving equipment is to have a reflectorized "slow moving" vehicle emblem properly attached.
All work is to be scheduled so that at the end of a working day, the road is passable for the type of traffic normally using the road. If for any reason traffic hazards (segments of unfinished work which may present a hazard to road users, such as rolls of surface material, berms on the shoulder, etc.) are left in or adjacent to the road after normal working hours, the work is to be properly signed as hazardous and visibly illuminated at night.
802.6 � Aggregate Materials
Aggregate surfacing shall be crushed stone with gradations being obtained by crushing, screening and mixing as necessary. Aggregate shall meet the requirements of NCDOT ABC, NCDOT ABC (M) or NCDOT � #4 [Railroad Ballast Stone]) and shall meet all requirements for gradation, hardness and durability. Certifications for Compliance are required from aggregate suppliers.
All aggregate materials will be in accordance with the requirements of Division 10, Section 1005 of the NCDOT Standard Specifications for Roads and Structures, January 2018.
802.7 Erosion and Sedimentation Control
If the work of the contract creates potential for soil erosion or silt migration, the Contractor will be responsible to for providing silt fence, straw bales or other suitable containment and will also be required to seed and mulch bare ground areas. Such work includes, but is not limited to culvert cleaning, excess dirt generation from ditch transitions cleaning, and disposal of silt trap material. This work does not include the newly graded ditch line, , foreslope or backslope below the elevation of the shoulder.
Seed mix and application rate, fertilizer and application rate, and mulch application rate follow.

811 BLADING AGGREGATE SURFACED ROADS
811.00 � Each road designated to be bladed shall receive a sufficient number of motor grader passes to accomplish the following tasks/subtasks:
811.01 Blading operations are to be done over the entire riding surface in order to remove, all ruts, potholes, corrugations and berms by cutting out or scarifying to the bottom of such defect. All suitable dislodged material and aggregate shall be smoothly redistributed over the entire riding surface to produce the proper cross slope or crown as specified 2% to 4%,(1/4� to 1/2� per foot), so that water cannot collect or pond on the road surface This shall include roadbed shaping to prevent water from running down the length of the road.
811.02 � All suitable aggregate surfacing which has been worked onto road shoulders by traffic maintenance activities are to be reclaimed and smoothly redistributed over the entire riding surface. Riding surface widths are to be perpetuated as existing. Dips and swales designated to control surface drainage are to be maintained. No undercutting of road surface nor material berms will be allowed on either side of the road. Assure proper road crowns and surface drainage after all operations.
811.03 A definite, continuous, and smooth line between aggregate surface and road shoulder shall be obtained. Usual amounts of grass, leaf litter or pine straw is to be smoothly spread within the riding surface after sufficient movement to sift out surface aggregate. Where grass, leaf litter or pine straw is excessive, as determined by the COR, this material will be evenly spread along the road shoulder and left to decay. Care shall be taken to ensure this material does not interfere with surface drainage nor present a safety hazard. Berming of litter and litter balls containing aggregate along the fill side shoulder will not be allowed. The contractor shall make as many passes as necessary to assure that the aggregate is sifted out of the grass and leaf litter. Any such reusable material is to be reclaimed in subsequent bladings and smoothly spread within the riding surface.
811.04 Blading operations are to be conducted as required to remove loose surface material and accumulated debris from bridge decks and low water structures. Care is to be exercised to not damage any part of the bridge or low water structure. All material shall be smoothly redistributed over the riding surface at the bridge and or low water structure approaches.
811.05 Loose rocks protruding three inches or more above the graded surface and loose rocks greater than 3 inches in diameter on the graded surface shall be removed from the roadbed by the end of each work day. It is permissible to waste these rocks off the riding surface but away from ditch lines.
811.06 � Suitable material shall be placed over any solidly embedded rock so that no rock is protruding more than 3 inches above the graded roadbed surface. This requirement does not apply if suitable material is no located within 100 feet of the embedded rock.
811.07 � At the conclusion of grading and shaping operations the roadbed shall be smoothed and dressed to produce a uniform grade and cross section and a surface free of hollows, depressions, and projections above the adjacent roadbed surface. No berm or ridge greater than 1� of any material shall be left along either shoulder of the roadbed unless directed by the Contraction Officer or designated representativ
Drainage Dips
811.08 � All existing drainage dips, swales and other obvious drainage structures within the roadbed, shall be maintained to control surface drainage. All existing drainage dips shall be bladed and shaped to maintain the alignment, dimensions, depth and profile as illustrated on Typical Section drawings in Section J (Exhibit E).
Berm Removal
811.09 Berm removal shall consist of the removal of berms along the road shoulders which prohibit proper surface drainage. Material shall be removed to produce a proper cross slope or crown of 2% 4%, (1/4� to 1/2�) per foot. Material shall be spread along foreslopes to assure proper road surface drainage. Following this work the traveled way shall be bladed in accordance with Activity 811: Blading Aggregate Surfaced Roads
811.10 � Fallen trees in roadway shall be removed from the travelway by the contractor before blading. All down tree, logs, stumps etc., in ditches or on roadbed being bladed shall be removed as part of the road maintenance operations.
Method of Measurement
Measurement shall be made to the nearest tenth of a mile using an odometer calibrated over a measured mile. Measurement will be made along the road center line.
Basis of Payment
Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following pay item and the bid unit price.

813 � SPOT SURFACING REPLACEMENT, AGGREGATE ROADS
Maintenance Requirements
813.00 This activity consists of replacement of aggregate surfaces lost due to surface failure, traffic wear or erosion. The work includes preparation of the existing roadbed, furnishing, loading, hauling and spreading aggregate material and finished blading, as described in specifications. The task order will delineate the location of the necessary work and establish quantities of work required.
813.01 Surface replacement for road segments shall be performed by cutting out, all damaged areas of the surface, and working aggregate material smoothly over the entire riding surface width. Avoid disturbing base or subgrade material during the placement of aggregate material. All roads to receive aggregate surfacing shall have the new aggregate deposited in the section being worked, mixed when required, and shaped to achieve proper grade, thickness and template as directed by the COR.
813.02 Aggregate surface material shall not be allowed to remain on shoulders or in ditch lines as a result of Contractor�s operations. Aggregate surface material shall be compacted by operating the hauling and spreading equipment over the full width of each layer of aggregate. The entire area being worked shall be finish bladed in accordance with Activity Code 811: Blading Aggregate Surface Roads.
813.03 Contractor is to provide and place crushed aggregate for surface repairs. The Contractor will deliver the crushed aggregate to the location of spot repair and provide weigh tickets for each delivery in accordance with Method of Measurements. The areas to receive aggregate shall be flagged with plastic ribbon or otherwise identified by Forest Service personnel prior to placement.
813.04 � Surfacing replacement is complete when the designated quantity of the ordered material has been placed, spread, smoothed and compacted. Aggregate shall be spread to the depth and dimensions specified and/or directed by COR. The finished surface shall be free of hollows, depressions, abrupt grade breaks and projections above the adjacent roadbed surface.
Method of Measurement
Aggregate will be measured by either tons or cubic yards as indicated in the bid schedule.
Measurement will be made to the nearest one tenth (0.1) of a pay unit for all materials provided, placed, inspected and accepted in place at the job site/spot repair location.
Where material is measured by weight, the Contractor shall supply weight tickets from state approved scales showing aggregate type, source gross, tare and net weight. All materials supplied by volume shall be measured at the time of delivery by the COR.
Material receipts shall be furnished by the Contractor for each truck load delivered and accepted.
Basis of Payment
Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following items and the unit price.

831 � CLEANING AND RESHAPING DITCHES
Maintenance Requirements
831.00 All ditches shall be maintained in their original location to the shape and grade required to ensure drainage of the roadway. Ditches at culverts shall be cleaned as needed to provide unobstructed drainage away from the roadway to the entrance of the pipe. Drainage structures and road appurtenances shall not be damaged during this operation. Handwork required to properly connect ditch flow lines to drainage structure inlets is considered part of this activity.
831.01 Lead off ditches shall be cleaned as needed to maintain the grade and width needed to provide unobstructed drainage away from the roadway to their original length or to daylight. Cleaning silt traps that service the roadside ditches or lead off ditches is included in this work. Restore silt traps to their original dimensions and depth. Material excavated from these ditches is not to be reclaimed onto the roadway.
Unsuitable material may be spread on the fill slopes in a manner that will not affect watercourses or the roadway.
831.02 � Transitions to ditch relief culverts shall be made smooth and the transition from normal ditch depth to the invert of the culvert shall occur within a 25� (+/ 5�) distance of the culvert inlet. Ditch debris shall not be left piled at or around culvert entrances.
831.03 Unless otherwise directed by the COR, ditches shall be cleaned so that depth of ditch is 1 foot below the shoulder of the road and the slope of the ground from the road shoulder to the bottom of the ditch is 2H:1V. Deeper ditches may be required to maintain positive drainage or to match culvert inverts. Following this work, the traveled way shall be bladed in accordance with Activity Code 811: Blading Aggregate Surfaced Roads.
831.04 � Ditch backslopes shall match existing, undercutting and or not reaching the original ditch backslope shall not be permitted.
831.04 All suitable material, (having the same character as the road surface), excavated through this activity is to be reclaimed and used within the traveled way.
Unsuitable material is to be spread along back slopes or fill slopes to assure road surface drainage and prevent unsuitable material from being pulled onto aggregate surfaces.
Method of Measurement
Road ditches shall be measured to the nearest tenth (0.1) of a mile as measured by vehicle odometer calibrated over a measured mile. Measurement shall be made for each side of the road.
Basis of Payment
Payment shall be made for all work of this activity, inspected and accepted, in accordance with the following pay item and the bid unit price.
831 (01) Clean and Reshape Ditches Mile
834 � CLEANING CULVERTS AND TAIL DITCHES
Maintenance Requirements
Cleaning of Culverts
834.00 All culverts within the work limits shown in Exhibit B shall be inspected and cleaned as necessary of dirt, silt, muck, rock, logs, brush, debris and vegetative matter to maintain a smooth and un�obsturcted flow of water.
834.01 � Culvert inlets shall be cleaned to the invert of the pipe so that 100% of the pipe�s end area is open for a distandce equal to one (1) culvert diameter outside the inlet. Constructed drop inlets shall be cleaned to their original dimensions and depth of basin. Handwork required to properly clean drainage structure inlets is considered part of this activity.
834.02 These culverts shall be cleaned for a distance equal to two (2) culvert diameters into each end of the pipe.
834.03 Drainage basins for these culverts shall be cleared of brush and other woody debris for a three (3) foot radius at the inlet and outlet.
834.04 Culverts that are more than 1/2 silted in throughout its length shall be brought to the attention of the COR and shall still be cleanded to 834 activity code mainteance requirements. Throughout this operation, care shall be taken to prevent damage to culvert pipes, end sections and all other appurtenances.
834.05 All material, including brush, extracted in this operation shall be disposed of at the site outside the roadway and away from natural or man made drainages.
Tail Ditches
834.06 Tail ditches at culverts shall be cleaned as needed to maintain the same grade(+ 2%) and width as the pipe diameter and to provide unobstructed drainage away from the roadway to their original length or to daylight if feasible. If silt traps service the tail ditches then they are to be cleaned to their original dimensions and depth. Material excavated from these ditches is not to be reclaimed onto the roadway. Unsuitable material may be spread on the fill slopes in a manner that will not affect watercourses or the roadway.
Method of Measurement
Drainage structure cleaning and reshaping will be measured to the nearest tenth of a mile, using an odometer calibrated over a measured mile. Measurement will be made along the road center line.
Basis of Payment
Payment will be made for all work of this activity, inspected and accepted, in accordance with the following pay item and unit price.
