About this file

This is a Statement of Work for Cube-Tec CD Inspector upgrades and support services for the Library of Congress NAVCC Audio Lab. The contractor must develop, test, install, and configure software components on Cube-Tec CD Inspector and Dobbin media archiving systems to enable Disc Description Protocol (DDP) capture and cue-sheet export functionality. The CD Inspector system, purchased in 2023, currently extracts audio only in WAV format without essential metadata; DDP will preserve audio data alongside critical disc and track metadata including UPC/ISRC codes and checksums for long-term integrity and accurate replication. The contractor must also install a DDP exporter on the Dobbin system for automatic WAV file generation, implement Renamer and Metadata FPU software for proper file naming and cue-sheet generation, supply two refurbished optical disc drives as spare units, and provide annual software support including technical support, troubleshooting, updates, patches, remote assistance, and training.

Performance of work will be conducted remotely during normal business hours (9:00 AM to 5:00 PM Eastern Time, Monday through Friday). Software installation and configuration for both the DDP module and cue-sheet export components must be completed within 90 days of the performance period start date, while optical disc drives must be delivered before the end of the performance period. The contractor must provide unlimited remote support via phone and internet platforms and maintain a comprehensive one-year warranty covering parts, labor, software support, and repair or replacement of faulty hardware, effective upon government acceptance. All delivered products will be tested and must function at optimal levels; any non-functional products will be resolved or replaced at no additional charge. The contractor must be a Cube-Tec-certified software and equipment engineer with a minimum of five years' experience upgrading, configuring, and testing Cube-Tec products, with demonstrated expertise in CD Inspector and Dobbin systems.

2026-LGR-0042 - Cube-Tec CD Inspector Upgrades and Support

1. OVERVIEW / BACKGROUND

The Library of Congress (Library) NAVCC Audio Lab requires contract support to implement mission-critical functionality for the Cube Tec CD Inspector and Dobbin media archiving systems used for CD ripping. The CD Inspector system purchased by the NAVCC in 2023 currently allows audio extraction only in WAV format, which omits essential metadata describing the disc. The Disc Description Protocol (DDP) is the industry-standard digital audio disc format used for CD mastering and replication. DDP preserves both the audio data and critical disc and track metadata-including UPC/ISRC codes and checksums-within a single master file, ensuring long-term integrity and accurate replication.

In addition, development is required to enable the generation of cue-sheet files from CD Inspector metadata. Cue-sheet metadata is a critical component of the descriptive metadata produced by other capture devices in the audio lab. This metadata is ingested and stored within AVCMS catalog records, allowing Library users to efficiently navigate and access the contents of digitized media within the recorded sound collection.

2. SCOPE

The contractor shall develop, test, install and configure the required software components on the Cube-Tec CD Inspector system and Cube-Tec Dobbin systems. The contractor shall also provide CD drives and software support, as specified in Section 3 below. The contractor shall provide annual software support, work with the Library’s designated representative to ensure proper operations, and provide a one-year warranty covering parts, labor, software support, and repair or replacement of faulty hardware.

3. REQUIREMENTS
