About this file

This document is a Purchase Order Request for Proposals (PORFP) for the COTS 2012 Software Master Contract issued by the Maryland Department of Transportation (MDOT). The PORFP is seeking IBM DB2 licenses for EPICS and MSTARS, a small business set-aside procurement. The required licenses must be delivered by 04/12/2024. The PORFP outlines the technical and pricing evaluation criteria, which will be used to select the most favorable bid. Bids must be submitted through the state's eMMA e-Procurement system by the due date and time. This is a fixed-price contract, and only Master Contractors under the 060B2490021 COTS 2012 contract are eligible to submit bids.

The PORFP includes specific instructions for bid submission, such as providing signatures on required documents, warranty terms, and MSRP pricing. A mandatory Prime Contractor List of All Subcontractors form must be submitted with the bid. The award will be made to the responsible and responsive vendor with the most favorable bid price or evaluated bid price. The agency will initiate and deliver a Purchase Order to the selected Master Contractor.
