About this file

This is a Statement of Work (SOW) for construction of a new lift station at Rosebud Hospital in Rosebud, South Dakota, under the Indian Health Service (IHS). The project involves complete removal and replacement of the existing lift station, which currently serves the hospital, hospital quarters units, and several tribal program buildings. The new lift station will include a wet well, dry well, installation of chopper pumps, force main connections, and a new control system for monitoring flow and equipment status. The existing lift station, in place since the early 1990s, requires replacement every 1-2 years due to unanticipated growth and capacity limitations; in July, both pumps failed simultaneously, necessitating emergency sewage disposal services. The new system will be sized to accommodate planned facility expansion, including additional quarters units and tribal programs.

The contract is a firm-fixed-price engagement with a period of performance of 240 calendar days from Notice to Proceed. All work shall be conducted in accordance with the referenced Plans (J02 Plans RLSC) and Technical Specifications (J03 Tech Specs RLSC). Progress payments will be made following Government acceptance of schedule items and approved invoices. The contractor must maintain an onsite superintendent throughout performance and comply with Rosebud Indian Reservation tribal requirements, including submission of a Compliance Agreement to the Tribal Employment Rights Office (TERO), a 4 percent fee on total contract price, weekly certified payroll reporting, and work permits for non-local Indian employees at $250 annually. All correspondence and inquiries must be directed to the Contracting Officer's Representative, and contractors are prohibited from contacting other IHS personnel during the pre-award phase. Submittal procedures, warranty requirements, schedule and meeting information, and closeout document procedures are detailed in the technical specifications.

STATEMENT OF WORK

Rosebud New Hospital Lift Station Rosebud Service Unit Rosebud, SD

1. Project Description A. Title:

B. Location: This project is at the Rosebud Hospital, in Rosebud, SD.

C. Period of Performance: 240 calendar days from Notice to Proceed.

D. Description: This project will include the full removal and replacement of the lift station for the Rosebud complex. The existing lift station provides wastewater service to the hospital quarters units, and several tribal program buildings. Once installation is complete the new lift station will take the full sanitary load for the area currently being serviced by the existing lift station and be sized to handle expansion in the future. Then the existing lift station consisting of the wet well, dry well, pumps and piping will be demolished. The new lift station will consist of a wet well, a dry well, installation of chopper pumps, and force main connection. This project will also include a new control system to allow the facility to monitor flow into the lift station and the status of the equipment.

E. Background: The Rosebud Comprehensive Health Care Facility needs to replace the existing sewer lift station due to deterioration and sizing limitations. The existing lift station provides wastewater service to the hospital, hospital quarters units, and several tribal program buildings. Currently the lift station pumps are replaced every other year due to excess wear and overuse. Additionally, the manholes upstream of the lift station have been observed to fill between 25-85% full, which indicates that the current system isn’t keeping up and that there is possible infiltration and inflow (I&I) occurring. A recent field visit showed that the existing dry well had standing water in it and the existing fittings and valves that connect to the force main showed signs of deterioration. The lift station project will incorporate the demolition of the existing wet well, dry well, piping, and pumps, along with the construction of a new lift station, installation of chopper pumps and connection to upstream manholes and gravity sewer.
